1 Scope

China's national standard for emergency shelter signs. An emergency shelter is a designated place - a park, a school, a stadium, an underground space - to which people go when an earthquake, flood or other event makes their homes unusable, and China has designated tens of thousands of them. A designated shelter that people cannot find is not a shelter, and the signing is the whole of the difference. It has to work under the conditions of the event rather than of an ordinary day: possibly at night, possibly without power, to people who are frightened, who may not read Chinese, and who are moving through a landscape whose familiar features may have changed. That is why such signs are standardised graphically rather than textually, why their placement along routes matters as much as at the destination, and why the standard has to address retroreflectivity and mounting as well as the symbols.
