Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents" drafted.
This document is proposed by the Ministry of Science and Technology of the People's Republic of China.
This document is under the jurisdiction of the National Standardization Technical Committee for Science and Technology Evaluation (SAC/TC580).
Introduction
The construction of the national scientific and technological innovation system needs to continuously turn scientific and technological investment into economic benefits, so as to realize the integration of scientific and technological innovation and economic development. Symbiosis and co-prosperity. The development of research projects is an important part of improving the level of industrial technology, realizing the application and industrialization of scientific and technological achievements, and supporting high-quality economic development. one of the ways. How to evaluate and develop research projects with the orientation of industrialization is a key problem that needs to be solved at present.
This document provides basic guidelines for evaluation activities of development research projects and provides guidelines for organizations conducting evaluation activities of development research projects. normative guidance. The evaluation contents and evaluation methods given in this document are selectively used according to the characteristics and management needs of the project to be evaluated.
This document is used to evaluate the technological development and industrial development organized by the government, enterprises, scientific research institutes, colleges and universities, social organizations, and financial institutions. related projects, application demonstration-related projects, and experimental development-related projects, corresponding to the 7th edition of the Frascati Manual, "Notice of Several Measures for Scientific Research Performance" (Guo Fa [2018] No. 25), "New products, key components, etc. in technology and product development projects. Application Transformation and Development Research" and "Application Demonstration Project".
The adoption of this document will help optimize the comprehensive management level of development research projects, rationally allocate scientific research resources, improve the quality of scientific and technological supply, build Establish and improve the evaluation system of scientific research projects, etc., for the scientific and standardized development of research project evaluation work in my country, as well as the development of research projects The overall improvement of the implementation effect has laid a good foundation.
1 Scope
This document provides recommendations for evaluating development research projects in the field of natural science and technology, including evaluation principles, evaluation types, evaluation content, Evaluation methods and evaluation procedures.
This document applies to scientific research project management agencies, undertaking units, evaluation agencies and other relevant parties to carry out scientific research project evaluation activities.
The evaluation activities of scientific research projects with development research attributes in other fields other than natural science and technology are used for reference.
2 Normative references

GB/T 22900-2022 General Principles for Evaluation of Science and Technology Research Projects
3 Terms and Definitions
The terms and definitions defined in GB/T 22900-2022 and the following apply to this document.
3.1 Deliverable
Develop all deliverables resulting from the research project.
Note: Deliverables include main deliverables and secondary deliverables, where main deliverables refer to the parts that can be directly industrialized and generate market revenue and market value, such as Systems, hardware, software, processes, methods, services, models, etc.; Sub-deliverables refer to the existence of the main deliverables, which have their own value, but cannot be produced independently. Parts that are commercialized and generate market benefits, such as papers, patents, standards, works, materials, etc.
3.2 Technology statement
In a structured way, comprehensively reflect the work breakdown structure, work breakdown unit, technology readiness level and technological innovation readiness level of scientific research projects. A table showing the relationship among level, scientific research investment, technology implicit benefit, technology explicit benefit, time, deliverables, deliverable status, and risk.
4 Evaluation principles
The evaluation should meet the evaluation principles proposed in GB/T 22900-2022, while considering the development and research projects in the fields of natural science and technology (hereinafter referred to as "development research projects") characteristics, the following principles should also be followed.
---Take benefit as the goal. The evaluation should fully consider the characteristics of the development and research projects, and will guide the development and research projects to produce practical results at each stage. The actual results, impact, value, and benefits are the goals of evaluation.
---Multiple sources of information. Pay attention to the selection of information sources, and pay attention to the feedback from the market, the opinions of users, the needs of the industry, and the public opinion of the society. Gather relevant information for evaluation.
---Focus on evaluating efficiency. Evaluation should focus on using existing resources to carry out evaluation to ensure the availability of evaluation content and the integrity of evaluation procedures.
