1 Scope

GB/T 30339-2026 is the Chinese national standard covering evaluating a project after it is finished - did it deliver what was promised, at what cost against the estimate, with what benefits actually realised and what lessons, assessed by someone other than the people who ran it. It replaces GB/T 30339-2013 and has been in force since 1 March 2026. It was issued on 28 January 2026 and has been in force since 1 March 2026, replacing GB/T 30339-2013. This document establishes the basic principles for post-project and program post-evaluation, and provides the basic concepts and preparations for conducting such evaluations. Job, role and responsibilities, evaluation content and evaluation procedures. This document applies to the post-evaluation work of planning, organizing and implementing various projects or project groups.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 project Temporary efforts made to achieve one or more predetermined goals. [Source: GB/T 45494-2025, 3.15]

3.2 Project group program A group of project components (3.3) managed in a coordinated manner to achieve benefits (3.11). [Source: GB/T 45494-2025, 3.12]

3.3 Program component Project (3.1), project cluster (3.2) or other related work. [Source: GB/T 45494-2025, 3.13]

3.4 business case Written justification for supporting the decision on a project (3.1) or a group of projects (3.2). [Source: GB/T 45494-2025, 3.2, with modifications]

3.5 Initiator/Sponsor The person responsible for acquiring resources and implementing decisions to achieve success. [Source: GB/T 45494-2025, 3.17]

3.6 Stakeholder Anyone who has an interest in, can influence, is influenced by, or considers themselves to be influenced by, any aspect of the project (3.1) or the project group (3.2). The individuals, groups, or organizations affected by it. [Source: GB/T 45494-2025, 3.18, with modifications]

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document replaces GB/T 30339-2013 "Implementation Guidelines for Post-Project Evaluation". Compared with GB/T 30339-2013, except for editorial revisions... In addition, the main technical changes are as follows:

---Added "Projects," "Programs," "Program Components," "Business Justification," "Sponsors," "Stakeholders," "Governance," and "Governance Entities." The terms and definitions of "output," "results," and "benefits" (see 3.1, 3.2, 3.3, 3.4, 3.5, 3.6, 3.7, 3.8, 3.9, 3.10, and 3.11) are further elaborated. The term "post-project evaluation" has been changed to "post-project and project group evaluation," and the corresponding definition has been revised (see 3.12,

3.1 in the.2013 version). The following has been deleted. The terminology and definition of "project application organization" are explained (see section

3.2 of the.2013 edition);

---The "General Principles" section has been changed to "Basic Concepts" (see Chapter 4, Chapter 4 of the.2013 edition), and "Purpose," "Governance Support," and "Post-Governance Support" have been added. The content of "benefits from evaluation" and "continuous improvement" (see 4.2, 4.3,
