Scope

GB/T 40606-2021 is the English-translated version of 电网在线安全分析与控制辅助决策技术规范.

GB/T 40606-2021 sets the technical requirements for online security analysis of power grids and for the auxiliary decisions that follow from it.

It covers the general requirements, the analysis modes, the preparation of the data the analysis runs on and the analysis functions themselves, with normative annexes on the intraday rolling dispatch schedule and on ultra-short-term and short-term bus load forecasting.

Online security analysis means checking the system against set disturbances, using online data on historical, current or future operating modes, and warning of limit violations and instability; the auxiliary decision is the proposed remedy that meets the security and stability constraints.

It applies to grids at 220 kV and above, and grids below 220 kV may follow it. It was issued on 11 October 2021 and has applied since 1 May 2022.

3 Terms and definitions

The following terms and definitions defined in GB/T 33590.2 and GB 38755 apply to this document.

3.1 Power grid online security analysis

Based on the online calculation data of the grid history, current or future operation mode, analyze the safety of the power system according to the set disturbance, and obtain the results from the analysis.

Warnings will be given for limit violations, instability, and so on.

3.2 Auxiliary decision-making

Aiming at the overrun and instability obtained from the online security analysis of the power grid, a solution to meet the security and stability constraints is proposed.

3.3 Dispatching schedule

The dispatching agency prepares the general term for power generation plan, AC and DC link exchange plan, and maintenance plan.

Note: The power generation plan includes power generation plans such as thermal power units, nuclear power units, hydropower units, and new energy stations.

3.4 Intraday rolling dispatching schedule

According to the operation needs of the power grid, the regulatory agency takes into account the electricity spot market transactions and forms a dispatch plan after rolling adjustments within the day.
