Scope

GB/T 40591-2021 is the English-translated version of 电力系统稳定器整定试验导则.

GB/T 40591-2021 is a guide to the setting tests of power system stabilizers (PSS), the additional excitation control that damps power oscillations in the grid.

It applies to steam and gas turbine and nuclear units of 100 MW and above, to hydro units of 40 MW and above, and to pumped storage and concentrated solar power units, where the synchronous generators are connected at 220 kV and above; other units may follow it.

It covers the test conditions, the test items and their requirements, parameter tuning and when the parameters must be retuned. It defines terms such as reverse action, and its annexes give a PSS model, the calculation of oscillation frequency and damping ratio and a dynamic power angle stability calculation. It was issued on 11 October 2021 and has applied since 1 May 2022.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.

1 Scope

This document specifies the test conditions, test items and requirements, and parameter setting of power system stabilizers.

This document applies to steam (gas) turbine generators and nuclear power units with a single unit capacity of 100MW and above, and water turbines with a capacity of 40MW and above.

Generators, pumped storage power generation/motors and CSP units are connected to synchronous generators with voltage levels of 220kV and above. Other units can participate Follow the execution.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Power system stabilizer; PSS

With the help of an automatic voltage regulator to control the excitation of the synchronous motor, additional control devices or functions to suppress the power oscillation of the power system.

Note: The input variables of PSS can be single variables such as speed, frequency, power, etc., or a combination of the above single variables can be used. [Source: GB/T 7409.1-2008, 5.9, with modification]

3.2 Reverse action

When the output power of the prime mover increases or decreases, the excitation voltage, synchronous motor voltage, and reactive power are simultaneously caused by PSS regulation. The phenomenon of reverse adjustment.

3.3 Uncompensated frequency response characteristics of excitation control system

When PSS exits, the frequency response characteristics of the electromagnetic torque component Te2 generated by the excitation adjustment to the PSS output embedding point signal US (deltaTe2/deltaUS).

Note: In engineering, the terminal voltage deltaUt is often used to replace the torque component deltaTe2, which is expressed by deltaUt/deltaUS. deltaUS is the excitation added at the PSS output embedding point Signal.

3.4 Compensated frequency response of an excitation control system

When the PSS is turned on, the electromagnetic torque component Te2 generated by the excitation adjustment is the frequency response characteristic of the PSS input signal USI (deltaTe2/ […]
