Scope
GB/T 40289-2021 is the English-translated version of 光伏发电站功率控制系统技术要求.
GB/T 40289-2021 sets the technical requirements for the power control system of a photovoltaic power station, the system that adjusts the inverters, any energy storage and the reactive power compensation devices so that the station's active and reactive power, grid-connection point voltage and power factor follow the dispatch commands or preset values.
It covers the function and structure of the system, data collection and communication, start-stop control, active power control - including limit, constant value and difference control - reactive voltage control, locking, control process records, performance indicators and system inspection.
It applies to stations connected to the grid at 35 kV and above, and to stations connected to the public grid at 10 kV. It was issued on 21 May 2021 and has applied since 1 December 2021.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Photovoltaic power station power control system
By adjusting the power output of grid-connected inverters, energy storage equipment (if the power station is equipped with energy storage equipment), and reactive power compensation devices in the power station, the photovoltaic The power station's active power, reactive power, grid-connected point voltage, and power factor meet the command value or pre-set value requirements issued by the grid dispatching agency.
3.2 Rated power of photovoltaic power station
The sum of the rated power of all inverters in the photovoltaic power station.
3.3 Active power limit control
The photovoltaic power station controls the active power to be below the command value issued by the dispatching agency or below the preset value.
Note: See Figure A.1 in Appendix A.
3.4 Active power constant value control
The photovoltaic power station controls the active power at the command value or preset value issued by the dispatching agency.
3.5 Active power difference control
The photovoltaic power station is running below the available power generation, and the difference between the actual active power and the theoretical power generation is issued by the dispatching agency or pre-determined set up.
Note: See Figure A.2.
