1 Scope
This standard specifies the terms and definitions, basic requirements and operational management requirements for water conservation management in public institutions.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Water conservation management
In the process of using water, through activities such as planning, organization, coordination, control and supervision, activities aimed at improving water efficiency are achieved.
3.2 Water management performance
Quantitative results related to water conservation management.
3.3 Water saving management performance indicator
A measure of the performance level of a public agency's water management.
3.4 Water conservation management performance evaluation
Measurement, calculation, comparison and analysis of water-saving management performance indicators in accordance with predetermined standards, procedures and methods.
4 basic requirements
4.1
Public institutions should establish water and water management positions, clarify responsibilities and allocate appropriate resources.
4.2
Public institutions should abide by the laws, regulations, policies, standards and other requirements related to water and water conservation, and formulate appropriate water-saving policies and measures.

4.3
Public institutions should establish and implement a water-saving publicity and training system, and communicate the water-saving policies and objectives to employees in a planned manner.
