GB/T 42881-2023 is the English-translated version of 城市和社区可持续发展 智慧可持续城市成熟度模型.

GB/T 42881-2023 gives cities a way to judge how far along they actually are. Smart city programmes are assessed almost everywhere by what has been deployed — sensors installed, platforms procured, applications launched — which measures spending rather than capability, and produces the familiar result of a city with many systems and little integration between them. A maturity model asks a different question: not what exists but how well the organisation does the thing, from ad hoc and project-driven at the bottom to managed, integrated and continuously improving at the top. Because it describes stages rather than requirements, a city can locate itself honestly and see what the next step is, which a compliance checklist does not offer. This document provides a high-level maturity model for smart sustainable city development, usable by an individual city or by a district for self-assessment. Under ICS 13.020.20 and CCS A00, it is written for municipal governments and the departments running these programmes, for the consultancies advising them, and for the national and provincial bodies that fund and evaluate smart city work.
