China's national general technical specification for urban rail commuter express vehicles running at 120 to 160 kilometres an hour. It specifies the terms and definitions, the conditions of use, the vehicle types, the general provisions, the vehicle types and train formations, and the requirements on the body and the equipment. The speed range is the point of the document. A metro car is built for 80 kilometres an hour, frequent stops and standing passengers; a main line train is built for long distances and seated passengers. The commuter express sits between them, for the suburban lines that Chinese cities have built out to satellite towns thirty or fifty kilometres from the centre - too far for a metro to be tolerable, too short for a railway service to be frequent enough. At those speeds the vehicle needs main line aerodynamics, crashworthiness and bogie design, while keeping the wide doors, rapid boarding and metro signalling of an urban system.
