Scope

GB/T 35050-2018 is the English-translated version of 海洋能开发与利用综合评价规程.

GB/T 35050-2018 sets out the procedure for the comprehensive evaluation of ocean energy development and utilization projects.

It lays down the evaluation principles - scientific and objective analysis, a combination of qualitative and quantitative evaluation, operability and adaptation to the type of project - and the evaluation content: technical, resource, environmental impact, economic, social impact and policy evaluation, which may be extended or reduced according to the purpose of the evaluation and the type of ocean energy.

For each of these it gives the methods and technical requirements, and it then describes the evaluation process and the evaluation conclusion. Informative annexes present a multi-level, multi-objective, multi-factor comprehensive evaluation method and the format and content of the evaluation report. It was issued on 14 May 2018 and has applied since 1 December 2018.

4 Evaluation principles

The comprehensive evaluation of marine energy development and utilization should follow the following basic principles.

a) The principles of science, objectivity and fairness. guided by scientific thinking, realistically analyzing the technical water of marine energy development and utilization projects Ping, sea resources, marine ecological environment carrying capacity, regulatory zoning, and social and economic impacts

b) The principle of combining qualitative and quantitative. the quantitative indicators of quantitative evaluation should be quantitative, and those that cannot be quantified should be qualitatively described;

c) operability principle. mature and practical evaluation methods should be selected;

d) Adaptability principle. the type and mode of development involved in the development and utilization of ocean energy, and the extent and extent of impact of resources and ecological environment Don't be too big, the indicators used for comprehensive evaluation of different types of projects and the information obtained should be different.

The depth of work should be adapted to the type and manner of the project.

5 Evaluation content

The comprehensive evaluation content of marine energy development and utilization can be increased or decreased according to the purpose of evaluation, mission requirements and the type of ocean energy.

The increase or decrease of the evaluation content shall comply with the provisions of GB/T 19485. Content includes. technical evaluation, resource evaluation, environmental impact assessment, economic evaluation Price, social impact assessment and policy evaluation are as follows.

a) The main content of technical evaluation is technical maturity evaluation, the evaluation content can be found in GB/T 35724;
