Scope

GB/T 28593-2026 is the English-translated version of 沙尘天气预警等级.

GB/T 28593-2026 specifies the levels and determination criteria of sand and dust weather warnings in China, and applies to the preparation and issuance of warnings and warning signals, to the monitoring and forecasting of sand and dust weather and to disaster-prevention emergency response.

Building on the sand and dust weather grades of GB/T 20480, it divides warnings into four levels - blue, yellow, orange and red - corresponding to expected blowing sand or floating dust, sandstorm, severe sandstorm and extremely severe sandstorm within the next 24 hours.

For each level it sets the spatial criteria: 20% or more of surface observation stations or parts of 2 to 5 administrative areas for national and provincial warnings, and 50% or more of stations or parts of 2 to 5 administrative areas for prefecture and county warnings.

It replaces GB/T 28593-2012, Sandstorm weather warning: a clause on level classification has been added, the level criteria for sandstorm warning signals deleted, and the warning levels and determination criteria revised.

This document is drafted in accordance with the rules given in GB/T 1.1-2020, Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.

This document replaces GB/T 28593-2012, Sandstorm weather warning. Compared with GB/T 28593-2012, apart from structural adjustments and editorial changes, the main technical changes are as follows:

a) the classification of levels has been added (see Clause 4);

b) the level classification criteria for sandstorm weather warning signals have been deleted (see Clause 3 of the 2012 edition);

c) the sand and dust weather warning levels and the determination criteria have been changed (see Clause 5; Clause 4 of the 2012 edition).
