This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
1 Scope
This standard specifies the entire process of toner manufacturing (toner raw materials, production, waste toner recycling) and toner products, environmental protection requirements and regulations Set the toner limits of harmful substances and test methods.

3 Requirements
3.1 Producer
3.1.1 Establish a recycling system
The physical toner producer should establish a waste toner recycling system for the toner production process for reprocessing and recycling.
3.1.2 Construction Project
When a producer sets up (expands) a production and construction project, its infrastructure project shall be subject to an environmental impact assessment by a qualified agency, The competent department of environmental protection shall reply it and implement it in accordance with the approval opinions, and shall only produce it after passing the inspection.
3.1.3 GB/T 19001 and GB/T 24001 certification
The producer shall pass and obtain the qualification accredited by the national accreditation body according to GB/T 19001 and GB/T 24001 standards
