Scope
GB/T 31862-2015 is the English-translated version of 商品煤质量 褐煤.
China's national standard for the quality of commercial lignite. It specifies the terms, the basis on which the coal is classified, the technical requirements by quality grade, the test methods, the quality inspection, the grading and acceptance, and the marking requirements, and it applies to the production, processing, storage, transport, sale, import and use of lignite. Lignite is the youngest and lowest rank of coal, and its properties follow from that. It carries a great deal of moisture - often a third of its mass as mined - and its calorific value is correspondingly low, so a tonne of lignite delivers far less heat than a tonne of bituminous coal. It also weathers rapidly on exposure to air, losing moisture and gaining oxygen, and it is prone to spontaneous combustion in a stockpile because its large surface area and high reactivity let oxidation heat build up faster than the pile can lose it. Those properties make lignite awkward to trade and dangerous to store, and they are why it needs a commercial quality standard of its own rather than being covered by the general one. The document sits within the framework created to implement China's air pollution action plan, alongside the general commercial coal guide, and it applies to lignite the same logic: fix the quality grades, fix what is measured and how, and require the result to be declared.
