Scope
GB/T 28418-2012 is the English-translated version of 土壤水分（墒情）监测仪器基本技术条件.
GB/T 28418-2012 sets the fundamental technical requirements for soil moisture-monitoring instruments, which the draft also calls the basic technical conditions for soil moisture monitoring equipment.
Clause 1 states that the standard specifies the product classification, the technical requirements, the test methods, the inspection rules, the signs and instructions for use and the packaging, transportation and storage of these instruments, and that it applies to instruments that measure soil moisture directly for water use, drought mitigation, the regularity of the water cycle, irrigation and other agricultural purposes, called the monitor for short.

Clause 3 takes its definitions from GB/T 6379.1-2004, GB/T 19677-2005, GB/T 50095-1998, JJF 1001-1998 and SL 364-2006, repeating some of those of JJF 1001-1998 for ease of use, and adds entries for the soil moisture-monitoring instrument, an instrument that measures the moisture content of the plant root layer of the soil, for frequency domain reflectometry and for time domain reflectometry, both techniques that measure soil moisture from the difference in dielectric permittivity between soil water and the other constituents; the draft breaks off inside the last of these definitions.

The foreword states that the standard was proposed by the Ministry of Water Resources of the People's Republic of China and that it is administered by the national technical committee for hydrological instruments (SAC/TC119/SC1). It was issued on 2012-04-16 and has applied since 2012-11-01.

1 Scope
This standard specifies the soil moisture (moisture) monitoring equipment product classification, technical requirements, test methods, inspection rules, signs and use of said Specification, packaging, transportation and storage.
This standard applies to water use, drought mitigation, water cycle regularity of soil moisture, irrigation and other agricultural use (moisture) direct supervisor Measuring Instruments (hereinafter referred to as the monitor).
