Scope

GB/T 28398-2023 is the English-translated version of 煤炭企业能源消费统计规范.

GB/T 28398-2023 lays down how a coal enterprise counts the energy it consumes.

It specifies the basic requirements for energy consumption statistics, the classification of energy consumption, the basic requirements for calculating the various types of energy, the calculation of comprehensive energy consumption and the statistical calculation of coal mine process energy consumption, and it applies to coal enterprises of every kind.

It defines raw coal output as the coal left after gangue larger than 50 mm is removed, and settles the terms coal consumption, comprehensive energy consumption of a coal enterprise and energy consumption of coal production, ruling that solid waste produced during washing and processing counts in neither.

It cites GB/T 2589, GB/T 3101 and the five parts of GB/T 29723. It replaces GB/T 28398-2012, was issued on 27 November 2023 and has applied since 27 November 2023.

Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.

This document replaces GB/T 28398-2012 "Statistical Specifications for Energy Consumption of Coal Enterprises". Compared with GB/T 28398-2012, except for the In addition to structural adjustments and editorial changes, the main technical changes are as follows:

a) The terms "gross industrial output value", "industrial added value", "comprehensive energy consumption per 10,000 yuan of output value", "comprehensive energy consumption per 10,000 yuan of industrial added value" and "waste "Other utilization of waste", "Energy consumption of coal washing (preparation)", "Loss in energy processing and conversion", "Energy processing and conversion efficiency" (see 2012 Versions 3.1~3.4, 3.11, 3.12, 3.16, 3.17);

b) Added the terms "raw coal production" and "coal consumption" (see 3.1 and 3.2);

c) Changed the terms "energy consumption of coal production", "energy processing and conversion", "energy processing and conversion input" and "energy processing and conversion output". The definition of "output" (see 3.4, 3.9~3.11, 3.6, 3.13~3.15 of the 2012 edition);

d) Changed the terms "energy consumption of coal enterprises" to "comprehensive energy consumption of coal enterprises", and "waste utilization energy saving" to "waste energy consumption". "Waste recycling energy", and its definition has been changed (see 3.3 and 3.8, 3.5 and 3.10 of the 2012 edition);

e) Changed the "Energy Statistics Type" (see 4.8, 4.7 of the 2012 version);

f) Added the principle that solid waste is not included in energy consumption (see 4.7);

g) Added the principles for statistics of physical and standard consumption of a single energy variety (see 4.10);

h) The calculation method of comprehensive energy consumption of coal enterprises has been changed (see 7.1, 2012 version of 7.1).

1 Scope

This document stipulates the basic requirements for energy consumption statistics of coal enterprises, the classification of energy consumption, and the basic requirements for calculation of various types of energy.

Comprehensive energy consumption calculation and coal mine process energy consumption statistical calculation.

This document is applicable to energy consumption statistics of various coal enterprises.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Raw coal output

Coal output after removing gangue with a particle size greater than 50mm (including pyrite and other impurities) from rough coal.

3.2 Coal consumption

The actual amount of coal consumed by coal enterprises in the production process.

Note: Solid waste generated during washing and processing is not included in coal consumption.

3.3 Comprehensive energy consumption of coal enterprises

The actual consumption of various energy sources by coal enterprises during the statistical reporting period is equal to the sum of standard coal.

Note: The solid waste generated during washing and processing is not included in the comprehensive energy consumption of the enterprise.

3.4 Energy consumption of coal production

The various energy sources actually consumed by coal enterprises for coal production during the statistical reporting period are converted into the sum of standard coal.

3.5 Energy consumption of coal mining

The various energy consumption directly used by coal enterprises for coal mining during the statistical reporting period is equivalent to the sum of standard coal.
