Scope
GB/T 27428-2022 is the English-translated version of 植物生物安全实验室通用要求.
GB/T 27428-2022 sets the general requirements for a plant biosafety laboratory, that is a laboratory and its auxiliary facilities that handle plants and the biological agents associated with them behind protective barriers and management measures.
It covers risk management, with the basic requirements, risk assessment, risk response, surveillance inspection and reassessment and the procedures, records and reports; the classification of biosafety protection levels; the facilities and equipment of PBSL-1 to PBSL-4 laboratories; and the management requirements for the organization, the resources, the processes, the documents and records and continual improvement.
It applies to laboratories working on plant pests, plant epidemic and alien species prevention, genetically modified plants, biosafety assessment and plant quarantine.
Its clause 2 cites GB/T 6165, GB 19489-2008, GB/T 20879-2007 and GB/T 23694-2013. It was issued on 12 October 2022 and has applied since 12 October 2022.

Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents" drafted.
Introduction
Plant biosafety involves life safety, food safety, ecological safety, and agricultural product quality safety. Plant Biosafety Laboratory is from High-risk plant pest control, alien species invasion prevention and control, genetically modified plant safety assessment, inspection of inbound and outbound plants and plant products Plant biosafety-related places involved in activities such as quarantine, domestic plants and plant products transportation and quarantine.
Once an accident occurs in the plant biosafety laboratory, it is very likely to lead to the spread of risk factors such as harmful organisms, which will affect food production.
It poses a threat to agricultural and forestry production, ecological environment and personal safety, causing major national economic losses and national public security incidents. To ensure planting The safety of biosafety laboratories needs to be standardized on the classification of laboratory protection levels, risk management, facility equipment and operation management.
The formulation and implementation of this document will provide a basis for the construction and management of plant biosafety laboratories in my country to ensure plant biosafety experiments. ensure the safety of related business and research, and promote the production of food, agriculture and forestry, plant quarantine and ecological protection in my country. healthy development.
1 Scope
This document specifies the risk management, biosafety protection level classification, facility and equipment configuration, management of plant biosafety laboratories Require.
This document is applicable to research on plant pests, prevention and control of plant epidemics and alien species invasion, research on genetically modified plants, and biosafety Plant biosafety laboratory for full assessment, phytosanitary and other activities.

3 Terms and Definitions
GB 19489-2008, GB/T 20879-2007 and GB/T 23694-2013 and the following terms and definitions apply to this document.
3.1 Plants
A class of autotrophic organisms that can carry out photosynthesis, convert inorganic matter into organic matter, and live independently.
Note: Plants referred to in this document include seeds and germplasm. Seeds are seeds intended for planting, not consumption or processing; germplasm is the biological and genetic representation of a species. Materials that transmit characteristics, including nucleic acids, tissue cells, plant propagation materials and their clones.
3.2 Plant biosafety laboratory
Through protective barriers and management measures to meet biosafety requirements, laboratories and their assistants dealing with plants and their related biological factors facility.
Note: Auxiliary facilities of plant biosafety laboratory include greenhouse, net room, insect breeding room, etc. See Appendix A for details.
3.3 Plant pest
Fungi, bacteria, viruses, insects, nematodes, weeds, rodents, mollusks and other organisms that can harm crops, trees and other plants.
3.5 Risk management
In terms of risk, directs and controls the coordination activities of the organization. [Source: GB/T 23694-2013, 3.1]
