GB/T 21369-2024 is the English-translated version of 火力发电企业能源计量器具配备和管理要求.

GB/T 21369-2024 is the Chinese national standard covering the metering a coal, oil, gas, biomass or waste-fired power plant needs to account for what it burns and what it sends out — the energy types and the energy-carrying media counted, the boundaries of the plant and of each secondary energy-consuming unit, the principles governing which instruments go where, the coverage rate and accuracy class required, and the management of the instruments and of the staff who read them. It replaces GB/T 21369-2008, alongside the building materials industry version GB/T 24851-2024, and reworks the coverage rate and the accuracy class asked of each instrument. In force from 1 June 2025. Issued on 28 November 2024, it has been in force since 1 June 2025, replacing GB/T 21369-2008.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document replaces GB/T 21369-2008 "Energy Metering Equipment and Management Requirements for Thermal Power Generation Enterprises" and is compatible with GB/T 21369- Compared with 2008, in addition to structural adjustments and editorial changes, the main technical changes are as follows.

a) The scope has been changed (see Chapter 1, Chapter 1 of the 2008 edition);

b) The definition of the term "secondary energy-consuming unit of thermal power generation" has been changed (see 3.2, 3.2 of the 2008 edition);

c) Added the term “energy-carrying medium” and its definition (see 3.3);

d) The types and scope of energy measurement have been changed (see Chapter 4, 4.1 and 4.2 of the 2008 edition)

e) The principles for the allocation of energy metering instruments have been changed (see 5.1, 4.3 of the 2008 edition);

f) The requirements for the allocation rate of energy metering instruments have been changed (see 5.2.4, 4.4.5 of the 2008 edition);

g) The accuracy level requirements for energy metering instruments have been changed (see 5.2.5, 4.4.6 of the 2008 edition);

h) The management requirements for energy metering personnel and metering instruments have been changed (see 6.2 and 6.3, 5.2 and 5.3 of the 2008 edition).

1 Scope

This document specifies the requirements for the deployment and management of energy metering instruments in thermal power generation enterprises.

This document is applicable to thermal power generation enterprises that use coal, oil, gas, biomass, garbage as fuel, or a mixture of multiple fuels.

3 Terms and definitions

The terms and definitions defined in GB/T 2589 and GB 17167 and the following apply to this document.

3.1

A thermal power generation enterprise with independent legal status or independent accounting capabilities.

3.2

Energy accounting units under thermal power generation enterprises.

Note. Secondary energy-consuming units of thermal power generation include main production systems, auxiliary production systems and ancillary production systems.

3.3 Energy-carrying medium

A medium that can absorb or release energy due to changes in its own state and parameters. The medium consumed in the production process is not considered The raw materials are not used and do not enter the products, but energy is directly consumed during production or preparation.
