Scope
GB/T 33857-2017 is the English-translated version of 节能评估技术导则 热电联产项目.
GB/T 33857-2017 sets out the content and the requirements of the energy conservation assessment made for a combined heat and power project.
It starts with the preparatory work: fixing the boundary of the assessment so that it matches the scope of investment and construction and covers energy purchase and storage, conversion, transmission and end use, taking in the existing facilities where the project builds on an earlier one, and settling that boundary with the construction unit.
It applies to new, rebuilt and expanded fixed-asset CHP projects that use a steam turbine, a gas turbine or a gas-steam combined cycle as heat source, and other CHP projects may follow it.
Terminology comes from GB/T 31341 and DL/T 1365, energy consumption calculation from GB/T 2589. Issued on 31 May 2017, it has applied since 1 December 2017.

4 Energy assessment content and requirements
4.1 Pre-preparation
4.1.1 Determine the scope of energy efficiency assessment
The scope of energy efficiency assessment should be consistent with the scope of investment and construction, and reflect the integrity of the project, covering energy purchase storage, processing conversion, transmission points With the whole process of using the terminal.
When the project is based on the original project, the energy consumption of the facilities related to the original project should also be included in the scope of assessment.
The organization that undertakes the energy conservation assessment shall communicate fully with the CHP construction unit, clarify the boundary of the project energy system, determine the energy conservation assessment range.
