Scope

GB/T 36716-2018 is the English-translated version of 节能评估技术导则 燃煤发电项目.

GB/T 36716-2018 sets out what the energy conservation assessment of a coal-fired power generation project has to contain and the requirements it has to meet. It applies to new, rebuilt and expanded projects, including condensing power projects, projects that use coal gangue for power generation and projects that also carry a heat load.

The assessment starts with preparation: its scope must match the scope of the investment, the energy use boundary must be clearly defined, and where the project is built on existing facilities their energy consumption is included too; basic information on the project's conditions and energy use is then collected.

It relies on national standards for comprehensive energy consumption calculation, enterprise energy balance, energy metering and the energy consumption limits of coal-fired generating units. It was issued on 17 September 2018 and has applied since 1 April 2019.

4 Energy Conservation Assessment Contents and Requirements

4.1 Preparation

4.1.1 Determining the scope of energy conservation assessment

Clear the scope of energy conservation assessment, the scope of energy conservation assessment should be consistent with the scope of investment; clearly define the energy use boundary and reflect the integrity of the project.

When the project is built on the existing facilities, the energy consumption of the relevant existing facilities should also be included in the assessment.

4.1.2 Collecting basic materials

Collecting relevant information on the basic conditions and energy consumption of coal-fired power generation projects mainly involves the following aspects. […]
