Scope
GB 31221-2014 is the English-translated version of 气象探测环境保护规范 地面气象观测站.
GB 31221-2014 specifies the requirements for protecting the observing environment of surface meteorological stations, so that the data they collect remain representative, accurate and comparable, and it restricts activities around existing stations that could degrade that environment.
After defining station categories, obstacles, the ratio of height to distance, the block elevation angle, sunrise and sunset azimuth ranges and influencing sources, it sets requirements for national stations: a site stable for at least 50 years (reference climatological stations) or 30 years (basic synoptic and general stations), planning restrictions within 5 000 m upwind and 2 000 m in other directions, and no blasting or quarrying within 1 000 m.
Obstacle control zones extend 2 000 m, 1 000 m or 800 m beyond the site fence depending on the station class, with height-to-distance ratios below 1/10 or 1/8, minimum obstacle distances of 50 m or 30 m, block elevation angles of 5° or 7° in the sunrise and sunset directions, and minimum distances from railways, roads, man-made water bodies and refuse dumps or sewage outfalls.
Lighter, recommended requirements apply to regional stations for air temperature, precipitation and wind sensors, and a measurement method is given for delimiting the control zone.
Clauses 3.1.1.2.2, 3.2 and 3.3 are recommended and the remainder is mandatory. It is a first edition, issued on 30 September 2014 and in force since 1 January 2015.
