1 Scope

GB 30000.2-2013 is the Chinese national standard on rules for classification and labelling of chemicals - part 2: explosives. It carries no /T suffix, which in the Chinese system means compliance is mandatory: a product or a practice within its scope has to meet it to be lawfully made, sold or carried out in China. It was issued on 10 October 2013 by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China; Standardization Administration of China, and has been in force since 1 November 2014. This Part of GB 30000 specifies the terms and definitions, classification criteria, decision logic and guidance, and labels of explosives. This Part is applicable to the classification and labelling of explosives according to the United Nations "Globally Harmonized System of Classification and Labelling of Chemicals" (Hereafter referred to as GHS).

3 Terms and definitions

Those defined in GB 13690 AND the following terms and definitions apply to this document.

3.1 explosive substances (or mixture) An explosive substance (or mixture) is a solid or liquid substance (or mixture of substances) which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. Pyrotechnic substances are included even when they do not evolve gases.

3.2 pyrotechnic substances (or mixture) A pyrotechnic substance (or mixture) is a substance or mixture of substances designed to produce an effect by heat, light, sound, gas or smoke or a combination of these as the result of non-detonative self-sustaining exothermic chemical reactions.

3.3 explosive articles An explosive article is an article containing one or more explosive substances or mixtures.

3.4 pyrotechnic articles A pyrotechnic article is an article containing one or more pyrotechnic substances.

3.5 explosives Explosives including the following three kinds. - Explosive substances and mixtures; - Explosive articles, except devices containing explosive substances or mixtures in such quantity or of such a character that their inadvertent or accidental ignition or initiation shall not cause any effect external to the device either by projection, fire, smoke, heat or loud noise; - Substances, mixtures and articles not mentioned above which are manufactured with the view to producing a practical, explosive or pyrotechnic effect, such as pyrotechnic articles.

4 Classification criteria

4.1 Explosives are assigned to one of the following six divisions depending on the type of hazard they present.

a) Division 1.1.Substances, mixtures and articles which have a mass explosion hazard (a mass explosion is one which affects almost the entire quantity present virtually instantaneously);

b) Division 1.2.Substances, mixtures and articles which have a projection hazard but not a mass explosion hazard;

13.Substances and mixtures which, in contact with water, emit flammable gases (replacing GB 20587-2006); - Part

20 Serious eye damage/eye irritation (replacing GB 20594 a 2006); - Part

21.Respiratory or skin sensitization (replacing GB 20595-2006); - Part

22.Germ cell mutagenicity (replacing GB 20596-2006); - Part

23.Carcinogenicity (replacing GB 20597-2006); - Part

24.Reproductive toxicity (replacing GB 20598-2006); - Part

25.Specific target organ toxicity. Single exposure (replacing GB 20599-2006); - Part

30.Work safety warning signs. This Part is Part 2 of GB 30000. This Part was drafted in accordance with the rules given in GB/T 1.1-2009. This part shall replace GB 20576-2006 "Safety rules for classification, precautionary labelling and precautionary statements of chemicals - Explosives". This part is consistent with the relevant technical content of the United Nations "Globally Harmonized System of Classification and Labelling of Chemicals, GHS" (Fourth revised edition). Compared with GB 20585-2006, the major technical changes are as follows: - MODIFY the standard name. Chinese name is changed to "Rules for classification and labelling of chemicals. Part

7.Table 3 in original Chapter 7 is modified as normative Appendix B according to the United Nations "Globally Harmonized System of Classification and Labelling of Chemicals, GHS" (Fourth revised edition); - MODIFY and INTEGRATE the original Chapters 6, 7 and 8 as Chapter 6 according to the United Nations "Globally Harmonized System of Classification and Labelling of Chemicals, GHS" (Fourth revised edition).
