Foreword
To implement the "Environmental Protection Law of the People's Republic of China", "The People's Republic of China Emergency Response Law" Emergency Response Plan for Environmental Events, Emergency Management Measures for Environmental Emergencies, Preventing and Reducing the Occurrence of Sudden Environmental Events, Control, to mitigate and eliminate the hazards of sudden environmental incidents, to standardize and guide the risk grading of corporate environmental incidents, and to develop this standard.
This standard stipulates the procedures and methods for grading the risk of environmental incidents in enterprises.
This standard is the first release. After the implementation of this standard, the enterprise's sudden environmental event risk grading will no longer be implemented.
Relevant provisions in the Guide to Risk Assessment of Environmental Events (Trial) (Circular Office [2014] No. 34).
This standard was formulated by the Environmental Emergency and Accident Investigation Center of the Ministry of Environmental Protection and the Science and Technology Standards Department.
This standard is mainly drafted by. China Academy of Environmental Sciences, Environmental Protection Institute of the Ministry of Environmental Protection, Shanghai Environmental Science Research Institute.
This standard was approved by the Ministry of Environmental Protection on February 5, 2018.
This standard has been implemented since March 1, 2018.
This standard is explained by the Ministry of Environmental Protection.
1 Enterprise emergency environmental event risk grading method
1 Scope of application this standard stipulates the procedures and methods for grading the risk of environmental incidents in enterprises.
This standard applies to the classification of environmental risks for companies that may experience unexpected environmental events. Applicable to the students involved an enterprise that produces, processes, uses, stores, or releases the risk substances for environmental emergencies in Appendix A. The public institution can refer to this standard Accurate risk classification for sudden environmental events.
This standard does not apply to military installations, oil and gas long-distance pipelines, urban gas pipelines, nuclear facilities and processing radioactivity.
The unit of matter does not apply to vehicles or units engaged in the transport or handling of hazardous chemicals (such as port handling).

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1 Environmental accident
Refers to pollutants or radioactive materials due to factors such as pollutant discharge or natural disasters, production safety accidents, etc.
Toxic and harmful substances enter the atmosphere, water, soil and other environmental media, suddenly causing or may cause environmental quality degradation, endangered and the public's physical health and property safety, or the destruction of the ecological environment, or the major social impact, need to be tightened an emergency response to the incident.
3.2 Environmental accident risk
Refers to the possibility of a sudden environmental incident in the enterprise and the degree of harm that may be caused.
3.3 Environmental accident risk substance Environmental accident risk substance
It is characterized by toxic, harmful, flammable, explosive, and easily diffused, and may be external to the enterprise under accidental release conditions.
Chemical substances that cause harm and pollution to the environment. Referred to as "risk substance".
3.4 Critical mass of risk substance
Refers to the risk substance of a certain or certain type of environmental incidents according to the toxicity of the substance, the environmental hazard and the characteristics of easy diffusion.
The number.
3.5 Environmental risk unit
Means a device, facility or location that produces, processes, uses or stores a hazardous substance on a permanent or temporary basis, or several (sets) of devices, facilities or places of the same enterprise with an edge distance of less than 500 meters.
23.6 Environmental risk receptor
Refers to an external group of enterprises that may be harmed in a sudden environmental incident, with certain social or ecological functions.
Unit or area, etc.
3.7 clean polluted wastewater Refers to wastewater that is uncontaminated or slightly contaminated and that has a slightly elevated water temperature and that meets emission standards without treatment.
3.8 accident wastewater by accident Refers to the leakage of substances discharged in the event of an accident, and the production of other toxic and hazardous substances generated during the rescue process.
Waste water, clean waste water, rain water or fire water.
4 rating procedure
The ratio of the number of risky substances in a sudden environmental event to its critical mass (Q), based on the production, use, storage and release of the enterprise, Evaluation of production process and environmental risk control level (M) and assessment of environmental risk receptor sensitivity (E) as a result, the risk of sudden atmospheric environmental events and the risk of sudden water environmental events will be assessed separately, and the enterprise will burst into the atmosphere or water ring.
The risk level of environmental events is divided into three levels. general environmental risk, large environmental risk and major environmental risk, with blue and yellow respectively.
Color and red logo. At the same time, enterprises involved in the risk of sudden atmospheric and water environmental events, determine the sudden environmental environment of enterprises with high ranks.
Event risk level.
The enterprise has a number of independent factories adjacent to the location, and the risk level can be assessed separately according to the plant area, and the enterprise is determined by the higher rank.
The risk level of sudden environmental events is characterized and characterized, and can also be characterized as the risk level of sudden environmental events in the enterprise (a certain plant area).
The company has set up a number of independent factories with distant locations, and evaluates and determines the risk level of each plant.

The risk grading procedure for enterprise emergencies is shown in Figure 1.
