Scope
GB 17654-1999 is the English-translated version of 澳门特别行政区区旗.
GB 17654-1999 specifies the technical requirements, test methods, inspection rules, packaging and marking of the regional flag of the Macao Special Administrative Region of the People's Republic of China, a green flag bearing five stars, a lotus flower, a bridge and sea water.
It applies to regional flags made of chemical fibre fabrics and silk and to those made of cotton, wool and linen, and serves as the reference for the appearance quality of paper and plastic flags.
The requirements fix the shape and design (symmetrical about the centre line of the flag length), the dimensions and tolerances of every element for five standard sizes from 2 880 × 1 920 mm to 960 × 640 mm and for car, signing and table flags, the green chromaticity (Y10, x10, y10 under D65 with DeltaE*ab <= 4.0), the lotus white and star yellow, colour fastness grades to light, weathering and washing, sewing with 34 to 42 stitches per 100 mm, and the appearance assessment of each flag.
Test methods, inspection rules and packaging and marking follow, with normative annexes giving the official description of the flag design, the description of the flag adopted by the Preparatory Committee on 16 January 1999, and the construction drawing with standard data.

Foreword
1. Annex A of this standard, Description of the design of the regional flag of the Macao Special Administrative Region of the People's Republic of China, has been compiled on the basis of Article 10 of the Basic Law of the Macao Special Administrative Region of the People's Republic of China and of the relevant provisions of the Explanations on the Basic Law of the Macao Special Administrative Region of the People's Republic of China (Draft) and Related Documents and the Drafting Work.
2. On the basis of Attachment 1, Description of the regional flag of the Macao Special Administrative Region of the People's Republic of China, of the Provisional Measures for the Use of the Regional Flag and Regional Emblem of the Macao Special Administrative Region of the People's Republic of China, adopted on 16 January 1999 by the fifth plenary session of the Preparatory Committee for the Macao Special Administrative Region of the National People's Congress, this standard specifies the shape, design, standard dimensions and other technical requirements of the regional flag of the Macao Special Administrative Region of the People's Republic of China, and includes that document as Annex B of this standard.
3. For a number of important technical parameters, such as the colour fastness of regional flags made of the various fabrics, the standard dimensions and tolerances, the chromaticity values of the yellow of the five stars, the appearance assessment of the flag surface and the sewing of the flag, this standard refers respectively to the corresponding indicators of GB 12982-1996 National flag, GB 12983-1991 Standard colour samples for the national flag and GB/T 17392-1998 Fabrics for national flags.
Annex A, Annex B and Annex C of this standard are normative annexes.
This standard was proposed by the Hong Kong and Macao Affairs Office of the State Council and the State Bureau of Quality and Technical Supervision.
