Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules for Standardization Documents" drafting.

GA/T 1028 "General Technical Specifications for Motor Vehicle Driver Test System" and GA 1026 "Contents and Methods of Motor Vehicle Driver Test", GA/T 1027 "General Technical Specifications for Motor Vehicle Driver Examination Supervision System", GA 1029 "Motor Vehicle Driver Exam Sites and Facilities GA/T 1030 "Use and Acceptance Specifications for Motor Vehicle Driver Examination Sites" and GA/T 1458 "Supervision and Inspection Regulations for Motor Vehicle Driver Examination Sites" "Fan" together constitute a series of standards to support the motor vehicle driver's test work.

This document is part 3 of GA/T 1028 "General Technical Specifications for Motor Vehicle Driver Test System". GA/T 1028 has been released into the following four parts.

--- Part 1: General;

--- Part 2: Driving theory test system;

--- Part 3: Site driving skills test system;

--- Part 4: Road driving skills test system.

This part replaces GA/T 1028.3-2017 "General Technical Conditions for Motor Vehicle Driver Test System Part 3: Field Driving Skills "Examination System", compared with GA/T 1028.3-2017, except for structural adjustment and editorial changes, the main technical changes are as follows.

a) Changed the "scope" (see Chapter 1, Chapter 1 of the 2017 edition);

b) Changed the "classification" (see 4.3, 4.3 of the 2017 edition);

c) Changed the "system self-test" (see 4.6.1, 4.6.1 of the 2017 edition);

d) Added "information collection" (see 4.6.2);

e) Changed the "automatic judgment" (see 4.6.3, Appendix A Table A.1~Table A.3, 4.6.3 of the 2017 edition);

f) Deleted "examination process management" (see 4.6.5 of the 2017 edition);

g) Changed "identity authentication" (see 4.6.6, 4.6.2 of the 2017 edition);

h) Deleted "site project monitoring" (see 4.6.6.2 of the 2017 edition);

i) "Transmission of information" has been changed (see 4.6.8, 4.6.9 of the 2017 edition);

j) Changed the "examination process information query" (see 4.6.9.2, 4.6.11.1 of the 2017 edition);

k) Changed "Examination Result Statistics" (see 4.6.9.3, 4.6.11.2 of the 2017 edition);

l) Changed the "audio and video surveillance record playback" (see 4.6.9.4, 4.6.6 of the 2017 edition);

m) Deleted "data security management" (see 4.6.10 of the 2017 edition);

n) Changed the "data structure of the test record table for subject 2" (see Table B.1 in Appendix B, Table D.1 in Appendix D of the 2017 edition);

o) Changed the "test vehicle model surveying points" (see C.2 in Appendix C, A.2 in Appendix A of the 2017 edition);

p) Changed the "examination vehicle model file format (see C.3 in Appendix C, A.3 in Appendix A of the 2017 edition);

q) Changed the "examination item model surveying point" (see D.1 in Appendix D, B.1 in Appendix A of the 2017 edition);

r) Changed the "examination item model file format (see D.2 in Appendix D, B.2 in Appendix B of the 2017 edition);

s) Deleted "passing continuous obstacles, passing undulating road project model surveying points" (see B.1.9, B.1.10 in Appendix B of the 2017 edition);

t) The "examination vehicle trajectory data" has been changed (see Table E.1~Table E.3 in Appendix E, Table C.1 in Appendix C of the 2017 edition).

Introduction

In order to implement the requirements of the "Regulations on the Application and Use of Motor Vehicle Driving Licenses" concerning the motor vehicle driver's test, improve the motor vehicle driver's test evaluation GA/T 1028 aims to standardize the design and development of the motor vehicle driver test system.

Development and application, according to different test subjects, is divided into 4 parts.

--- Part 1: General. The purpose is to specify the general requirements of the motor vehicle driver test system.

--- Part 2: Driving theory test system. The purpose is to specify the specific requirements of the driving theory test system for motor vehicle drivers.

--- Part 3: Site driving skills test system. The purpose is to stipulate the specific requirements of the field driving skill test system for motor vehicle drivers.

--- Part 4: Road driving skills test system. The purpose is to stipulate the specific requirements of the road driving skill test system for motor vehicle drivers.

In order to standardize and guide the design, development and application of the motor vehicle driver's test system, in 2012, in cooperation with the Ministry of Public Security Order No. 111 "Motor Vehicle the revision of the Regulations on the Application and Use of Driver's License, and the revision of GA/T 554-2008 "Driver's Field Driving Skills Test System for Motor Vehicle Drivers" GA/T 1028 sub-standards.

"Regulations on the Application and Use of Motor Vehicle Driving Licenses" (Decree No. 162 of the Ministry of Public Security), "Contents and Methods of Human Examination" and other new requirements for social examination room supervision and management, examination process supervision, examination items and evaluation, etc.

It is necessary to revise the Ministry of Public Security Order No. 162 to add the permitted types of light-duty tractor-trailers and to adjust the test items for large and medium-sized passenger and trucks.

GA/T 1028.3-2017, in order to adapt to the new changes in relevant policies and regulations and the new needs of business management, consider the source guarantee from the equipment technical level Test quality and test standardization.
