Foreword

YC/T 384 "Standards for the Safety Production of Tobacco Enterprises" is divided into four parts.

--- Part 1. Basic management practices;

--- Part 2. Safety technology and site specifications;

--- Part 3. Assessment criteria and methods;

--- Part 4. Post specifications and evaluation requirements.

This part is the first part of YC/T 384.

This part replaces YC/T 384.1-2011 "Tobacco Enterprise Safety Production Standardization Specification Part 1. Basic Management Specifications", and Compared with YC/T 384.1-2011, the main changes are as follows.

---The standard structure has been modified to be basically consistent with GB/T 33000;

--- Modify, add, delete the relevant definitions;

--- Revised the reference documents and standard contents in accordance with changes in national laws and standards and industry standards;

--- Removed professional contents such as fire safety, traffic safety, dangerous goods, dangerous operations, and incorporated it into YC/T 384.2;

--- Set the operational control management elements for the basic management content related to the operation, increasing the requirements for effectiveness;

--- Increased the requirements for dispatched labor management, job compliance, professional safety assessment, etc.;

--- According to the characteristics of tobacco processing units and commercial units, the different requirements of the two types of production and business units are regulated in some parts.

This part is drafted in accordance with the rules given in GB/T 1.1-2009.

This part is proposed by the National Tobacco Monopoly Bureau.

This part is under the jurisdiction of the National Sub-Technical Committee of the Tobacco Standardization Technical Committee (SAC/TC144/SC4).

Introduction

YC/T 384 "Standards for Safe Production Standardization of Tobacco Enterprises" is revised according to GB/T 33000 "Basic Standards for Safe Production Standardization of Enterprises" Revise the basis and combine it with the characteristics of tobacco companies; the purpose of the revision is to further standardize the safety production standardization of tobacco enterprises, and follow the principle of "first, prevention-oriented, and comprehensive management" implements the main responsibility of enterprises, and conducts safety risk grading management and control and accident hazard investigation and management.

Foundation, with the safety production responsibility system of all employees as the core, establish and improve the safety production management system of tobacco enterprises, realize the participation of all employees, and comprehensively Increase the level of safety management and promote the continuous improvement of safety production performance.

This part is the normative requirement for the safety production management system of tobacco enterprises, requiring tobacco companies to adopt planning, implementation, inspection and improvement.

In this part of the revised content, the focus is on the regulation and control of tobacco enterprise safety risk grading and control and hidden dangers, and according to national requirements.

Safety risk management and control is in front of hidden dangers, and the investigation of hidden dangers is in front of the accident, and the last line of defense for emergency rescue is firmly constructed.

We will build a dual preventive working mechanism for safety risk grading management and hidden danger investigation and management.

In the revision of this section, relevant elements have been reorganized and benchmarked in terms of structure, compliance, promotion, effectiveness, and complementarity.

1 Scope

This part of YC/T 284 specifies the basic management specifications for the safety production standardization of tobacco companies.

This section applies to provincial-level companies such as provincial tobacco companies (bureaus), provincial industrial companies, tobacco processing and tobacco commercial production and operation units.

Among them, tobacco commercial production and operation units refer to local-level tobacco companies, tobacco processing units include tobacco leaf re-baking, cigarette manufacturing, cigar manufacturing, Remanufactured units of tobacco production. Other production and business units of tobacco supporting and diversified investment, such as acetate, tobacco printing, etc.
