Foreword
This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part
1.Structure and Drafting Rules of Standardization Documents". Drafting. This document supersedes GB/T 33000-2016 "Basic Norms for Enterprise Safety Production Standardization" and GB/T 43500-2023 "Safety Management". System Requirements. Compared with GB/T 33000-2016 and GB/T 43500-2023, apart from structural adjustments and editorial changes, the main differences are... The technological changes are as follows:
a) The scope of application has been changed (see Chapter 1, Chapter 1 of GB/T 33000-2016);
b) Seven terms and their definitions have been removed. stakeholder, contractor, supplier, change management, safety risk management, workplace, and operation. Environment (see sections 3.4, 3.5, 3.6, 3.7, 3.10, 3.11, and
3.12 of GB/T 33000-2016);
c) Six terms and their definitions have been changed. safety production standardization management system, safety production performance, enterprise principal responsible person, risk, Risk assessment and improvement (see 3.1, 3.2, 3.3, 3.4, 3.5, 3.9; GB/T 33000-2016, 3.1, 3.2, 3.3, 3.8, 3.9, 3.13);
d) Three terms and their definitions have been added. behavioral observation, unsafe behavior, and anomaly handling (see 3.6, 3.7, and 3.8);
e) Increased leadership role (see Chapter 4);
f) The requirements for the Safety Production Committee, Safety Production Management Organization, and Work Team in the organizational safeguards have been changed (see 5.1.1, 5.1.2, and 5.1.4). GB/T 33000-2016, sections
5.1.2 and 5.4.2.3, have been updated to include requirements for business departments (see section 5.1.3).
g) Increased liability and technological safeguards (see 5.2, 5.5);
h) The requirements for institutional and financial safeguards have been revised (see 5.3, 5.4, and 5.2,
5.1.4 of GB/T 33000-2016);
i) The document adds provisions on concepts and communication (see 6.1, 6.4), and modifies the objectives and requirements for full participation (see 6.2, 6.3, GB/T 33000-). (2016, 5.1.1, 5.1.3)
1 Scope
GB/T 33000-2025 is the Chinese national standard covering the work safety management system Chinese enterprises are graded against - the leadership and the accountability at each level, the hazard identification and risk control, the training, the contractor management, the emergency preparation and the self-assessment that feeds the grading. The grade an enterprise holds under this standard affects its licences and its insurance. Issued on 31 October 2025, it has been in force since 31 October 2025, replacing GB/T 33000-2016.
This document specifies the leadership role, basic safeguards, planning, safety risk classification and control, and accident management aspects of the enterprise's standardized safety production management system. Requirements for hazard identification and mitigation, personnel management, on-site management, emergency preparedness and response, inspection and evaluation, and continuous improvement. This document applies to the establishment, implementation, maintenance, and continuous improvement of a standardized safety management system for large and medium-sized enterprises. Other enterprises should refer to this document. implement.
Note. The classification of large and medium-sized enterprises is based on the "Statistical Classification Method for Large, Medium and Small Enterprises".

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 To achieve its safety production philosophy and goals, enterprises implement standardized safety production management requirements, integrating a series of interconnected and mutually reinforcing elements. Safety production work is an organic whole formed by integrating according to a certain logic.
3.2 Measurable results achieved in workplace safety.
3.3 The legal representative, actual controller, and other key decision-makers who bear overall leadership responsibility in the enterprise.
Note. This includes the chairman and manager (general manager, chief executive officer, or other person in charge of the enterprise who actually performs the managerial duties) of limited liability companies and joint-stock companies. (Persons), including factory directors, managers, mine managers, and other top administrative leaders of non-corporate enterprises, as well as actual controllers who have decision-making power over production and operation activities.
3.4 risk The combination of the likelihood of a dangerous incident or harmful exposure and the severity of any resulting personal injury or direct economic loss.
3.5 Risk assessment Qualitative or quantitative statistical analysis methods are used to analyze risks, determine their severity, and assess the adequacy and feasibility of existing control measures. The process of considering reliability and determining its acceptability.
3.6 Behavioral observation The process of observing and communicating with employees on-site based on operating procedures and work standards.
