This part sets the general provisions and defined terms, the general rules on compiling and pricing a bill, and the establishment and coding of items for the electrical scope of a nuclear plant. Foreword
This document was issued on 7 January 2021 by the National Energy Administration of the PRC and takes effect on 1 July 2021.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 01.040.27, Chinese classification F 02.
It replaces NB/T 20259.5-2014, which is superseded.
This code was comprehensively revised from NB/T 20259-2014 Code of valuation on bill of quantities of nuclear power plant construction projects, in accordance with the Notice of the General Office of the National Energy Administration on issuing the 2017 energy industry nuclear power standard formulation (revision) plan and the plan for the English translation and publication of nuclear power standards (Guo Nei Zong Han Ke Ji [2017] No. 136).
NB/T 20259-2021 Code of valuation on bill of quantities of nuclear power plant construction projects consists of one general part and five specialty parts; each specialty part covers both the nuclear island and the conventional island. The code is divided into six parts.
Part 1: General principles.
Part 2: Building works.
Part 3: Process equipment and piping installation works.
Part 4: Ventilation and air conditioning works.
Part 5: Electrical equipment installation works.
Part 6: Automation control instrumentation installation works.
This part is Part 5 of the code: Electrical equipment installation works (hereinafter referred to as this part). It was issued by National Energy Administration Announcement [2021 No. 1], approved on 7 January 2021 and implemented on 1 July 2021.
This part was proposed by the Nuclear Power Standardization Technical Committee of the Energy Industry.

1 Scope
NB/T 20259.5-2021 is Part 5 of the Chinese code for bill of quantities valuation on nuclear power plant construction, and it covers the installation of electrical equipment. This part specifies, for the bill of quantities of the nuclear island electrical equipment installation works of nuclear power plant construction projects, the item setting, units of measurement and calculation rules of the sub-divisional work items bill and of the specialty measures items bill, and establishes the item characteristics, main work content and general scope of application of the bill items.
This part applies to quantity measurement and to the preparation of bills of quantities in bill-of-quantities valuation activities during the contracting and implementation phases of the nuclear island electrical equipment installation works of nuclear power plant construction projects.
This part contains the item setting and quantity calculation rules for the nuclear island electrical equipment installation works of nuclear power plants. For items that are missing from or not applicable in this part, additional bill items shall be set in accordance with the requirements of Volume 1 of this code (General principles) combined with the provisions of this part, or with reference to GB 50500 Code of valuation with bill quantity of construction works and the bill-of-quantities valuation codes of other industries. Items involving process, automation control instrumentation, earthwork, masonry and other installation (civil) works shall be handled according to the corresponding provisions of the other specialty parts of this code.

3 Terms and definitions
For the purposes of this part, the following term and definition apply.
3.1 Option of BQ item: in this part, an alternative bill item that is subordinate to, or parallel with, another main bill item, so that the preparer of the bill of quantities may choose one of the listing methods. In this code it is indicated by adding * to the item code, by adding * after the item name, or by a superscript *.
4 General provisions
4.1.1 This part covers the sub-divisional work items and the measures items of the nuclear island electrical equipment installation works.
4.1.1 a) Sub-divisional work items: electrical equipment, cables, cable trays and supports, earthing and lightning protection devices, lighting, security equipment, communication and computer application equipment, automatic fire alarm systems and electrical penetrations.
4.1.1 b) Measures items: scaffolding for the nuclear island electrical equipment installation works.
4.1.2 The basic requirements for preparing the bill of quantities of nuclear island electrical equipment installation works of nuclear power plant construction projects, and the related valuation activities, shall comply with the corresponding requirements of Volume 1 of this code: General principles.
4.1.3 The specific scope of application of this part shall also follow the requirements of Annex B of Volume 1 of this code: General principles.
4.1.4 Where general measures items (including general measures items, safe and civilized construction, and temporary works measures items) are involved in preparing the bill of quantities for electrical equipment installation works, they shall be listed according to the corresponding items of Annex A of Volume 1: General principles, taking into account the specialty characteristics of electrical equipment installation and the actual conditions of the proposed project.
4.1.5 The work content of each bill item in this part only briefly describes the main construction processes and operations needed to complete the item. Where the construction content of a bill item differs from the work content in the item setting table and has a substantial effect on valuation, it shall be described in the item characteristics or in the remarks column of that item.
4.1.6 The division between equipment and materials involved in applying this part shall follow NB/T 20023 Guidelines for cost nature and item breakdown of nuclear power plant construction projects.
4.1.7 Unless a bill item sets specific requirements for haul distance and transport, the work content of all bill items in this part includes in-plant transport within the nuclear power plant, and horizontal and vertical transport shall not be considered separately. Transport of semi-finished products, equipment and raw materials outside the plant (site) is not included; such costs shall be included in the unit price of equipment, materials or components.
4.1.8 The work content of equipment installation in this part includes fabrication and installation of foundation iron parts, but excludes fabrication and installation of embedded parts, which shall be listed under the relevant item codes of Volume 2 of this code: Building works.
4.1.9 The work content of all bill items in this part includes fabrication and installation of permanent nameplates.
4.1.10 This part excludes civil works items such as cable manholes, cable ducts, pipe jacking, lightning protection earthing pits, earthing inspection pits, cathodic protection pits and cable trenches; the related content shall follow the relevant provisions of Volume 2 of this code: Building works.
4.1.11 This part excludes the supply of electrical equipment and the installation of motor equipment bodies; it excludes the participation of electrical equipment (such as motors) in single-unit test runs and integrated test runs of mechanical equipment; and it excludes the electrical installation, commissioning and transmission of lifting equipment. These shall follow the relevant provisions of Volume 1: General principles and Volume 3: Process equipment and piping installation works of this code.
4.1.12 This part includes reactor head cables but excludes the installation of reactor head cable trays, which shall follow the relevant clauses of Volume 3: Process equipment and piping installation works. Reactor head cables and other special system cables shall be listed under the relevant item codes of Annex N-B Cables, cable trays and supports of this part.
4.1.13 The installation of electrical penetrations in this part covers only the penetration body and its electrical part. Plugging, joint sealing and fire-stopping of openings related to penetrations shall be listed under the relevant item codes of the joint sealing and plugging sub-division of Volume 2 of this code: Building works.
4.1.14 The work content of physical items in this part does not include secondary design. Where the contractor is required to carry out secondary design, its scope shall be defined by the tenderer and listed among other items according to the requirements of Volume 1 of this code: General principles.
4.1.15 Where an item setting table of this part gives more than one unit of measurement, only one unit shall be selected according to actual conditions, and bill items of the same type within the same contract package shall use the same unit of measurement.
4.1.16 This part may be used together with the Budgetary estimate quota for nuclear power plant construction - Part 9: Nuclear island electrical equipment installation works, the Budget quota for nuclear power plant construction - Part 7: Nuclear island electrical equipment installation works, the Machine-shift quota for nuclear power plant construction projects and the Cost quota for nuclear island building and installation works of nuclear power plant construction. In case of conflict, the provisions of this part and the interpretation of the code compilation group shall prevail.
5 Item setting and quantity calculation rules
5.1.1 The bill of quantities for nuclear island electrical equipment installation works shall be prepared according to the item setting and calculation rules of the following normative Annexes N-A to N-Z of this part.
a) Annex N-A Electrical equipment (code N-DA).
b) Annex N-B Cables, cable trays and supports (code N-DB).
c) Annex N-C Earthing and lightning protection devices (code N-DC).
d) Annex N-D Lighting (code N-DD).
e) Annex N-E Security equipment (code N-DE).
f) Annex N-F Communication and computer application equipment (code N-DF).
g) Annex N-G Automatic fire alarm system (code N-DG).
h) Annex N-H Electrical penetrations (code N-DH).
i) Annex N-Z Measures items for nuclear island electrical equipment installation works (code N-DZ).
5.1.2 When the annexes of this part are used to prepare the bill of quantities or to measure quantities, the provisions on bill-of-quantities preparation and measurement of Volume 1 of this code: General principles shall be complied with.
5.1.3 In the item setting tables of the annexes of this part, bill item codes marked with *, or item names in the text clauses marked with * or a superscript *, indicate optional bill items: such an item is subordinate to, or parallel with, another main bill item, and the preparer of the bill of quantities shall choose either the main bill item or the optional bill item. Within the bill of quantities of the same tendered project, items of the same type shall use only one listing method.
Annex N-A Electrical equipment (code N-DA)
A.1.1 This sub-division covers nuclear island transformers, medium and low voltage electrical apparatus and control equipment, and storage batteries.
A.2.1 Transformers (N-DA01): the item setting, item characteristics, units of measurement, quantity calculation rules and general scope of application of the bill items shall follow Table N-DA.1.
N-DA01.01 Dry-type transformer cabinet. Item characteristics: model; capacity (kVA); voltage (kV); quality assurance grade. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; installation of body and accessories; installation of terminal box (temperature control box); earthing; touch-up brushing (spraying) of paint; single-unit commissioning.
A.2.2 Medium and low voltage electrical apparatus and control equipment (N-DA02): the item setting, item characteristics, units of measurement, quantity calculation rules and general scope of application of the bill items shall follow Table N-DA.2.
N-DA02.01 Medium voltage switchgear assembly. Item characteristics: model; busbar configuration; quality assurance grade. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; installation of body and busbars, single-unit commissioning; installation of arc chutes; touch-up brushing (spraying) of paint; earthing; busbar connection; wiring check.
N-DA02.02 Low voltage switchgear cabinet. Item characteristics: model; specification; quality assurance grade. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; body installation; single-unit commissioning; touch-up brushing (spraying) of paint; earthing; busbar connection; wiring check.
N-DA02.03 Distribution (power supply) panel. Item characteristics: model; specification. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; body installation; installation of panel side plates; single-unit commissioning; touch-up brushing (spraying) of paint; earthing.
N-DA02.04 Distribution box. Item characteristics: model; specification; mounting method. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; body installation; single-unit commissioning; touch-up brushing (spraying) of paint; earthing.
N-DA02.05 Battery panel (cabinet). Item characteristics: model; specification. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; body installation; installation of panel side plates; single-unit commissioning; touch-up brushing (spraying) of paint; earthing.
N-DA02.06 Socket box. Item characteristics: model; specification; mounting method. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: body installation; wiring; commissioning; earthing.
N-DA02.07 Terminal box. Item characteristics: type; specification; mounting location. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: body installation; wiring; earthing.
N-DA02.08 Control and relay protection panel (cabinet). Item characteristics: model; specification; mounting method. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; body installation; installation of panel side plates; single-unit commissioning; touch-up brushing (spraying) of paint; earthing.
N-DA02.09 Control desk. Item characteristics: model; specification. Unit: unit. Calculation rule: by the quantity shown on the design drawings. N-DA02.10 Control box. Item characteristics: model; specification; mounting method. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Note 1 to Table N-DA.2: voltage transformer cabinets (PT cabinets) shall be listed under code N-DA02.01 Medium voltage switchgear assembly.
Note 2 to Table N-DA.2: low voltage switchgear cabinets include incoming cabinets, outgoing cabinets, bus-tie cabinets, metering cabinets and similar equipment.
Note 3 to Table N-DA.2: distribution panels and power supply panels in communication systems may be listed under code N-DA02.03 Distribution (power supply) panel.
A.2.3 DC and uninterruptible power supply equipment (N-DA03): the item setting, item characteristics, units of measurement, quantity calculation rules and general scope of application of the bill items shall follow Table N-DA.3.
N-DA03.01 Rectifier cabinet. Item characteristics: model; specification; capacity (A). Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; body installation and commissioning; touch-up brushing (spraying) of paint; earthing.
N-DA03.02 DC charging and feeder panel. Item characteristics: model; specification. Unit: unit. Calculation rule: by the quantity shown on the design drawings. Work content: fabrication and installation of foundation section steel; body installation; installation of panel side plates; single-unit commissioning; touch-up brushing (spraying) of paint; earthing.
N-DA03.03 Storage battery bank. Item characteristics: model; voltage/capacity (V/Ah); quantity. Unit: bank. Calculation rule: by the quantity shown on the design drawings. Work content: installation of seismic supports; body installation; installation of jumper connections; charging and discharging.
N-DA03.04 Uninterruptible power supply. Item characteristics: specification; model; capacity (kVA). Unit: set. Calculation rule: by the quantity shown on the design drawings. Annex N-B Cables, cable trays and supports (code N-DB)
B.1.1 This sub-division covers nuclear island cables, cable trays and supports.
B.2.1 Cables (N-DB01): the item setting, item characteristics, units of measurement, quantity calculation rules and general scope of application of the bill items shall follow Table N-DB.1.
N-DB01.01 Reactor head cables. Item characteristics: model; specification (number of cores); qualification class. Unit: item. Calculation rule: by the number of units. Work content: baking of cables before installation; cable laying and fixing; cable marking; fabrication and installation of cable terminations*.
N-DB01.02 Dedicated instrumentation and control system cables. Item characteristics: model; specification (number of cores); qualification class; length; laying method. Unit: m. Calculation rule: by design length. Work content: cable laying and fixing; cable marking; fabrication and installation of cable terminations*.

N-DB01.07 Cable fire protection. Item characteristics: material; method; location. Units: set (location, piece, length); square metre; kg; m. Calculation rules: when measured in sets (locations, pieces, lengths), by design quantity; when measured in square metres, by area from design dimensions; when measured in kg, by the weight of fire protection material; when measured in m, by design length. Work content: installation.
N-DB01.08 Passive fire protection. Item characteristics: material; method; location. Unit: set (location). Calculation rule: when measured in sets (locations), by design quantity. Work content: installation.
Note 1 to Table N-DB.1: reactor head cables are the cables on the cable bridge of the control rod drive mechanism; quantities are calculated as one reactor head cable item per unit.
Note 2 to Table N-DB.1: cable samples to be retained should be accounted for in the cable material cost.
Note 3 to Table N-DB.1: the installation work content of cables includes cable testing.
Note 4 to Table N-DB.1: cable fire protection covers all cable fire protection work other than fire-stopping of openings.
B.2.2 Cable trays and supports (N-DB02): the item setting, item characteristics, units of measurement, quantity calculation rules and general scope of application of the bill items shall follow Table N-DB.2.
N-DB02.01 Cable tray. Item characteristics: model; specification; material. Units: m; t. Calculation rules: by centreline length from design drawing dimensions; or by mass from design drawing dimensions.
