Foreword

This document was issued on 7 January 2021 by the National Energy Administration of the PRC and takes effect on 1 July 2021.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

It is classified under ICS 01.040.27, Chinese classification F 02.

It replaces NB/T 20259.2-2014, which is superseded.

This code has been prepared under the Notice of the General Department of the National Energy Administration on the issuance of the 2017 plan for the formulation and revision of energy industry nuclear power standards and of the plan for the translation and publication of the English versions of nuclear power standards (Guo Nei Zong Han Ke Ji [2017] No. 136). Under that plan, NB/T 20259-2014, Code of valuation on bill of quantities of nuclear power plant construction works, has been comprehensively revised.

NB/T 20259-2021, Code of valuation on bill of quantities of nuclear power plant construction works, consists of one set of general rules and five sets of specialized particular rules. The code is divided into six parts in total.

Part 1: General rules.

Part 2: Construction works.

Part 3: Process equipment and piping installation works.

Part 4: Ventilation and air conditioning works.

Part 5: Electrical equipment installation works.

Part 6: Automation control and instrumentation installation works.

The present document is Part 2 of NB/T 20259.2-2021, Code of valuation on bill of quantities of nuclear power plant construction works: Construction works, hereinafter referred to as this part.

This part was released by Announcement No. 1 of 2021 of the National Energy Administration. The date of approval is 7 January 2021 and the date of implementation is 1 July 2021.

This part was proposed by the Nuclear Power Standardization Technical Committee of the Energy Industry.

This part is under the administration of the Nuclear Industry Standardization Research Institute.

The chief drafting organizations of this part are: China General Nuclear Power Engineering Co., Ltd.; Electric Power Planning and Engineering Institute; China Nuclear Power Engineering Co., Ltd.

This part supersedes NB/T 20259.2-2014, which is withdrawn on the date this part takes effect.

Position of Part 2 Within the NB/T 20259 Series

NB/T 20259 is a multi-part energy industry standard governing the preparation and pricing of bills of quantities for nuclear power plant construction projects in the People of China Republic, issued by the National Energy Administration.

Part 1 carries the general rules that apply to the whole series, while Parts 2 to 6 carry the particular rules for each engineering discipline.

This part, Part 2, covers construction works, that is, the civil and building works of a nuclear power plant construction project.

Within this part the material is divided into two self-contained parts: Part One deals with nuclear island construction works and Part Two with conventional island construction works.

Each of the two parts carries its own chapters on scope, normative references, terms and definitions, general provisions, and item setting and quantity calculation rules.

Each of the two parts is then followed by its own series of annexes, which carry the bill of quantities item tables for the individual trades.

Item codes in the nuclear island annexes are prefixed with the letter N, running from N-JA to N-JZ. Item codes in the conventional island annexes are prefixed with the letter C, running from C-JA to C-JZ.

The letter Z at the end of a code group identifies the measure items, that is, the items covering the technical, organizational, safety and environmental measures needed to carry out the physical works rather than the permanent works themselves.

The document closes with an explanation of the wording used in the code, which sets out how the degrees of obligation attached to the drafting verbs are to be read.

Because the two parts are laid out in parallel, a quantity surveyor working on the nuclear island and one working on the conventional island each use a single, consistent structure of chapters and annexes.

1 Scope

NB/T 20259.2-2021 is the Chinese code for the bill of quantities and its valuation in the construction works of a nuclear power plant, the second part of the NB/T 20259 series. Where the estimation norms of the NB/T 20358 and NB/T 20580 series fix how much a unit of work should consume, this code fixes how the work is measured, itemised, tendered and paid. The two are complementary and a Chinese nuclear contract needs both: the norm supplies the rates, the valuation code supplies the rules of the game. Civil works on a nuclear site are unlike ordinary construction in ways that show up directly in the commercial terms. The containment and the safety-related buildings are concrete structures built to nuclear quality assurance, where a rejected pour or a repaired reinforcement splice has consequences that ripple through the programme; the site is shared by many contractors working in sequence in a confined area; and the schedule is set by the nuclear island, so delay in the civil works is delay to the whole plant. This code sets out how the bill is prepared - the itemisation of work sections and trades, the measurement rules, the treatment of preliminaries and of provisional and prime cost sums - and how it is valued, covering the tender price, the contract price and its adjustment, measurement of completed work, interim payment, the final account, and the settlement of disputes. It was issued on 7 January 2021 by the National Energy Administration, took effect on 1 July 2021, and replaces the 2014 edition.

Part One Nuclear Island Construction Works — General Chapters

Part One opens at page 1 and runs through to page 119 of the printed standard, immediately before the beginning of Part Two.

Chapter 1, Scope, states the field of application of the nuclear island rules and the types of construction works to which they apply.

Chapter 2, Normative references, lists the documents that are referred to in the text of Part One and that are indispensable for its application.

Chapter 3, Terms and definitions, establishes the vocabulary used throughout the nuclear island rules.

Chapter 4, General provisions, sets out the rules that apply across all trades: the way bill of quantities items are to be composed, coded, described and measured for the nuclear island.

Chapter 5, Item setting and quantity calculation rules, gives the rules for establishing bill of quantities items and for calculating the corresponding quantities of work.

Chapters 1 to 3 occupy page 2 of the standard, Chapter 4 begins on page 3, and Chapter 5 begins on page 4.

The general chapters are deliberately short, since the substance of the nuclear island rules is carried by the annexes that follow them.

The nuclear island annexes begin at page 6 with earthwork and rockwork and end at page 112 with the nuclear island construction measure items.

Taken together, the general chapters and the annexes give a complete set of nuclear island bill of quantities items, item codes, units of measurement, quantity calculation rules and descriptions of the work content covered by each item.

Part One Annexes Nuclear Island Bill of Quantities Item Tables

Annex N-A, Earthwork and rockwork, code N-JA, begins at page 6 and covers excavation, rock breaking, backfilling and the associated earthmoving items of the nuclear island.

Annex N-B, Masonry works, code N-JB, begins at page 12 and covers brick, block and stone masonry construction.

Annex N-C, Reinforced concrete works, code N-JC, begins at page 18 and is by far the longest annex of Part One, running to page 42 and covering concrete placing, reinforcement and the related items for the nuclear island structures.

Annex N-D, Metal structure works, code N-JD, begins at page 43 and covers fabricated and erected metal structures.

Annex N-E, Roofing and waterproofing works, code N-JE, begins at page 58 and covers roof construction together with waterproofing systems.

Annex N-F, Anticorrosion, heat insulation and thermal insulation works, code N-JF, begins at page 68 and covers protective coatings and the insulation of building surfaces.

Annex N-G, Door and window works, code N-JG, begins at page 76 and covers the supply and installation of doors, windows and their frames and hardware.

Annex N-H, Decoration and finishing works, code N-JH, begins at page 84 and covers internal and external finishes.

Annex N-J, Structures and ancillary works, code N-JJ, begins at page 97 and covers freestanding structures and works ancillary to the nuclear island buildings.

Annex N-K, Sealing and joint-filling works, code N-JK, begins at page 102 and covers penetration sealing and the filling of construction and movement joints.

Annex N-L, Raw material extraction and supply works, code N-JL, begins at page 108 and covers the winning and supply of construction raw materials such as aggregates.

Annex N-Z, Nuclear island construction measure items, code N-JZ, begins at page 112 and closes Part One at page 119. It covers the measure items associated with nuclear island construction works.

Each annex is laid out as a table of bill of quantities items, so that the item code, the item name, the features to be described, the unit of measurement, the quantity calculation rule and the work content can be read together on the same line.

The item codes are built up from the annex letter pair, so that any item in the nuclear island tables can be traced back to its trade at a glance.

Part Two Conventional Island Construction Works — General Chapters

Part Two opens at page 120 and runs to page 205 of the printed standard.

It mirrors the structure of Part One, but applies to the construction works of the conventional island rather than the nuclear island.

Chapter 1, Scope, at page 121, states the field of application of the conventional island rules.

Chapter 2, Normative references, also at page 121, lists the documents indispensable for the application of Part Two.

Chapter 3, Terms and definitions, likewise at page 121, establishes the vocabulary of the conventional island rules.

Chapter 4, General provisions, at page 122, sets out the composition, coding, description and measurement rules that apply across all conventional island trades.

Chapter 5, Item setting and quantity calculation rules, at page 123, gives the rules for establishing bill of quantities items and calculating quantities for the conventional island.

The parallel numbering of the chapters in the two parts is deliberate: chapter 4 of Part One and chapter 4 of Part Two occupy the same position in their respective sets of rules.

Because the two parts are numbered independently, a cross reference to a chapter of this standard must always state whether Part One or Part Two is meant.

The conventional island annexes follow immediately, beginning at page 125 with earthwork and closing at page 205 with the conventional island measure items.

Part Two Annexes Conventional Island Bill of Quantities Item Tables

Annex C-A, Earthwork, code C-JA, begins at page 125 and covers excavation, backfilling and the associated earthmoving items of the conventional island.

Annex C-B, Foundation and subgrade treatment works, code C-JB, begins at page 130 and covers foundations together with the treatment of the ground beneath them.

Annex C-C, Ground and underground facility works, code C-JC, begins at page 138 and covers ground slabs and buried facilities.

Annex C-D, Floor and roof works, code C-JD, begins at page 142 and covers floor construction together with roof construction.

Annex C-E, Wall works, code C-JE, begins at page 150 and covers wall construction.

Annex C-F, Door and window works, code C-JF, begins at page 156 and covers the supply and installation of doors and windows.

The conventional island annexes differ from the nuclear island annexes in their trade breakdown: the conventional island tables add foundation and subgrade treatment, plant-area buildings and temporary works, which have no direct counterpart on the nuclear island side.

Conversely, the nuclear island tables carry a dedicated annex for sealing and joint-filling works, which the conventional island tables do not.

Explanation of Wording Used in This Code

The closing section of the standard, at page 206, explains how the drafting verbs used throughout the two parts are to be understood.

It sets out the degrees of strictness attached to the wording of the requirements, in the manner customary for Chinese engineering codes.

This section is the last item of the table of contents and closes the printed volume.

Readers applying the bill of quantities rules should read this section before interpreting any individual requirement of Part One or Part Two.
