NB/T 20259.3-2021 is Part 3 of the Chinese code governing bill of quantities valuation for nuclear power plant construction, and it covers process equipment and pipe installation. A bill of quantities code is not a price book: it fixes the rules by which quantities are described, coded and measured so that every tenderer prices the same work, and so that a submitted price can be compared and checked. This part sets the general provisions and the defined terms, the general rules on how a bill is compiled and priced, and the way items are established and coded for the process scope of a nuclear plant. It then gives the item schedules: for each item a code, a description, the unit of measurement, the rules for calculating the quantity, and the work content the item is deemed to include. The coverage runs across the process equipment of the nuclear and conventional islands - vessels, heat exchangers, pumps, tanks, filters and the specialised nuclear components - and the pipework that connects them, with its supports, valves, fittings, welding, pressure testing, cleaning and insulation. Risk allocation between owner and contractor, the treatment of variations and of provisional sums, and the format of the bill complete the document. This document was issued on 7 January 2021 by the National Energy Administration of the PRC and takes effect on 1 July 2021.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

It is classified under ICS 01.040.27, Chinese classification F 02.

It replaces NB/T 20259.3-2014, which is superseded.

This code has been prepared in accordance with the Notice of the General Department of the National Energy Administration on issuing the 2017 plan for the preparation and revision of nuclear power standards of the energy industry and the plan for the translation and publication of the English versions of nuclear power standards (Guo Nei Zong Han Ke Ji [2017] No. 136), and constitutes a comprehensive revision of NB/T 20259-2014, Code of valuation on bill of quantities of nuclear power plant construction works.

NB/T 20259-2021, Code of valuation on bill of quantities of nuclear power plant construction works, comprises one set of general provisions and five sets of discipline-specific provisions. Each discipline-specific part contains both a nuclear island section and a conventional island section. The code is divided into six parts in total.

Part 1: General provisions.

Part 2: Civil and building works.

Part 3: Process equipment and pipe installation works.

Part 4: Ventilation and air conditioning works.

Part 5: Electrical equipment installation works.

Part 6: Automatic control instrumentation installation works.

This part is Part 3 of NB/T 20259.3-2021, Code of valuation on bill of quantities of power plant construction works: Process equipment and pipe installation works (hereinafter referred to as this part). It was issued by Announcement of the National Energy Administration [2021] No. 1, with approval date 7 January 2021 and implementation date 1 July 2021.

This part was proposed by the Technical Committee for Standardization of Nuclear Power of the Energy Industry.

This part is under the administration of the Nuclear Industry Standardization Research Institute.

1 Scope

NB/T 20259.3-2021 is Part 3 of the Chinese code governing bill of quantities valuation for nuclear power plant construction, and it covers process equipment and pipe installation. A bill of quantities code is not a price book: it fixes the rules by which quantities are described, coded and measured so that every tenderer prices the same work, and so that a submitted price can be compared and checked. This part sets the general provisions and the defined terms, the general rules on how a bill is compiled and priced, and the way items are established and coded for the process scope of a nuclear plant. It then gives the item schedules: for each item a code, a description, the unit of measurement, the rules for calculating the quantity, and the work content the item is deemed to include. This part specifies the bill of quantities item setting, the units of measurement and the measurement rules for the sectional and elemental items and for the measure items of the bill of quantities of nuclear island process equipment and pipe installation works of nuclear power plant construction projects, and it establishes the item features, the main work content and the general scope of application of the bill items.

This part applies to the measurement of quantities and to the preparation of the bill of quantities in the valuation activities based on the bill of quantities carried out during the contracting and the implementation stages of nuclear island process equipment and pipe installation works of nuclear power plant construction projects.

This part covers the item setting and the quantity calculation rules for the installation works of process equipment, pipes, water supply and drainage, heating, fire fighting and lifting equipment of the nuclear island of nuclear power plant projects and of the nuclear-related BOP buildings directly connected with production.

Where an item is missing from this part or is not applicable, an additional item shall be created according to the requirements of Volume 1: General provisions of this code combined with the provisions of this part, or reference shall be made to GB 50500, Code of bills of quantities and valuation for construction works, and to the bill of quantities valuation codes of other industries. Where civil, ventilation and air conditioning, electrical or automatic control instrumentation works are involved, the items shall be listed under the corresponding item codes of the other discipline-specific provisions of this code.

3 Terms and definitions

The following terms and definitions apply to this part.

3.1.1 Adjustment and calibration of individual equipment. The work of continuity and power-on tests, no-load tests and similar activities performed by a single item of equipment on its own, without being connected to the system.

3.1.2 Inter-factory transportation. The handling activity by which the equipment and materials of a nuclear power construction project are transported from the site processing workshop, from the warehouse or from the storage yard to the construction location of the works.

3.1.3 Technical specification. The written stipulation of the technical requirements that the products, services, materials or construction process supplied by a supplier or contractor of a nuclear power plant must meet, together with the procedures for verifying that these requirements have been satisfied.

3.1.4 Special system of nuclear power station (printed on the page as spexial system of nuclear power station). The special systems for nuclear power covered by this part mainly include the nuclear fuel handling and storage system, the engineered safety features system, the nuclear sampling and detection system, the solid waste treatment system, the liquid waste treatment system and the gaseous waste treatment system.

3.1.5 Option of BQ item. In this part, certain bill items belong to, or are set in parallel with, another main bill item, and the person preparing the bill of quantities may select one of the two listing methods. In this code such items are indicated by adding an asterisk to the item code, and by adding an asterisk or a superscript asterisk after the relevant item name.

4 General provisions

4.1.1 This part comprises two categories of items of nuclear island process equipment and pipe installation works: sectional and elemental works items (physical items) and measure items.

4.1.1 a) Sectional and elemental works items: they include the nuclear island main equipment and its auxiliary equipment, the special systems for nuclear power, the mechanical equipment, the static equipment, the fabrication and installation of process metal structures, the process pipe installation works, the thermal insulation, the installation of fire fighting and fire extinguishing equipment, and the water supply, drainage and heating installation works.

4.1.1 b) Discipline measure items: they include the scaffolding for equipment and process pipe installation works and the equipment assembly platforms.

4.1.2 The basic requirements for the preparation of the bill of quantities of nuclear island process equipment and pipe installation works of nuclear power plant construction projects, and the valuation activities based on that bill of quantities, shall conform to the relevant requirements of Volume 1: General provisions of this code.

4.1.3 The work content of each bill item of this part does not include the supply of the process equipment, and the all-in unit rate shall not include the cost of the equipment. Where the tenderer requires the equipment to be supplied by Party B, the item shall be priced under the heading Equipment procured by the contractor in the bill of other items, in accordance with the provisions of Volume 1: General provisions of this code.

4.1.4 When the bill of quantities of nuclear island process equipment and pipe installation works is prepared and priced, consideration shall be given to satisfying the requirements of the design codes, construction codes, quality assessment and acceptance codes and the corresponding technical specifications relating to the nuclear island process equipment and pipe installation works of the nuclear power plant construction project, and to complying with the provisions of the nuclear power standards for safety, civilised construction and environmental protection.

4.1.5 Unless otherwise specifically provided in the individual sections of this part, the measurement rules of the bill items of the sectional and elemental works of this part are all based on the design geometrical dimensions or on the actual physical quantities forming the physical works. The various processing losses, construction operation losses and transport losses incurred in forming the physical works, and the changes in quantity not required by the design, are not calculated within the quantities of the physical works and shall be included in the corresponding all-in unit rate. The measurement rules of the measure items of the process equipment and pipe installation works are all based on the quantities of the measure entities or items completed in accordance with the construction organisation design or the construction scheme requirements.

4.1.6 The Work content of each bill item of this part only outlines the main construction processes and sequences for completing the bill item. Where the construction content of a bill item differs from the Work content given in the item setting table and this has a substantial effect on the valuation, a description shall be given in the item features or in the remarks column of that item.

4.1.7 Unless this part sets specific requirements for the haul distance and the transport of a given item, the work content of all bill items of this part includes the in-plant transport of the nuclear power plant, and the haul distance and the vertical transport need not be considered separately. However, the transport of semi-finished products, raw materials and equipment from outside the plant or the site is not included and shall be included in the unit rates for materials, in the unit rates for equipment or in the unit rates for spare parts.

4.1.8 The equipment installation work content of this part does not include the grouting of the equipment foundation; it only includes the grouting of the anchor bolt holes after the equipment has been set in position on its foundation, that is the secondary grouting. The corresponding grouting of the equipment foundation shall be listed under the relevant bill item code of Volume 2: Civil and building works of this code.

4.1.9 Unless otherwise specifically stated, the equipment installation work content of this part includes the electrical inspection and the wiring work.

4.1.10 The work content of the bill items of this part does not include scaffolding. The erection and dismantling of scaffolding shall be listed under the scaffolding item code of Annex Z, Measure items of process equipment and pipe installation works, of this part.

4.1.11 Unless otherwise specifically stated, the work content of the equipment installation works of this part includes: pre-construction preparation, transport of equipment and materials, hoisting, unpacking and inspection, cleaning, surveying, foundation setting out, embedding of anchor bolts, painting, embedding of secondary embedded parts, installation of base plates and supports, adjustment and fixing of the equipment, adjustment of gaps and clearances, completion tests, measurement of the various parameters, adjustment and calibration of the individual equipment, secondary grouting, maintenance of the equipment before handover, marking plates and similar work. It also includes the work of the electrical equipment cooperating with the mechanical equipment for the individual test run; the electricity, water and similar costs required for the individual test run are included in the all-in unit rate. If the tenderer and the tenderee agree separately on the settlement method for electricity and water, this may be described in detail in the contract.

4.1.12 Unless otherwise specifically stated, the work content of the pipe installation works of this part includes: construction preparation, collection of materials, cleaning of the pipe material, visual inspection, cutting, bevel machining, pipe-end assembly, welding, weld seam grinding, cutting and grinding of special angles, drilling and tapping of holes for the insertion of radiographic inspection plugs, pipe protection, numbering and warehousing, in-plant transport, vertical transport, surveying and setting out, inter-pass grinding, pipe installation, painting, colour rings, identification plates, maintenance before handover and similar work, whereby the anti-corrosion coating work of carbon steel pipes is included in the pipe installation bill items. The post-weld heat treatment required for pipes of special wall thickness shall be considered in the all-in unit rate.

4.1.13 The work content of each bill item of this part does not include the detailed design, the system commissioning or the assistance to the joint commissioning. If such work is required, the tenderer shall define its scope and it shall be priced in accordance with the relevant provisions of Volume 1: General provisions of this code.

4.1.14 The division between equipment and materials involved in the application of the relevant provisions of this part shall be carried out in accordance with the relevant provisions of NB/T 20023, Guidelines for the nature of costs and the breakdown of items of nuclear power plant construction projects.

4.1.15 The safety class stated in the item features of the relevant items of this part is based on the RCC series of design standards, that is on the standard classes of the RCC-M code. Where other standard systems are used, they may be applied by analogy for reference.

4.1.16 The quality assurance class stated in the item features of the relevant items of this part is related to the safety class and is the quality assurance class followed by safety class and non-safety class equipment. If the design standard does not follow the principle of quality assurance safety classification, the above quality assurance class need not be filled in.

4.1.17 The specification and model stated in the item features of the relevant items of this part is a series of indicators reflecting the nature, performance and quality of the equipment or material, generally composed of a group of letters and figures coded according to a defined rule. If the specification and model can already cover other information of the item features such as flow, mass or power, that information need not be filled in. The item features shall be filled in according to the design depth at the time of tender, and the depth of the feature description shall at least reach the requirements of the nuclear power plant conceptual estimate.

4.1.18 The work content of the relevant items of this part does not include the work of heavy component hoisting.

4.1.19 All the equipment listed in this part includes the necessary tests and inspections required during the equipment installation process. Where the employer and the contractor have specific requirements concerning the division of the tests and inspections of part of the equipment, this may be agreed separately in the contract.

4.1.20 This part may be used together with the Conceptual estimate quota for nuclear power plant construction works, Part 2: Nuclear island mechanical equipment installation works, the Conceptual estimate quota for nuclear power plant construction works, Part 3: Nuclear island pipe installation works, the Budget estimate quota for nuclear power plant construction works, Part 4: Nuclear island process equipment installation works, the Budget estimate quota for nuclear power plant construction works, Part 5: Nuclear island process pipe installation works, the Quota of machine shifts for nuclear power plant construction projects and the Cost quota for the civil and installation works of the nuclear island of nuclear power plant construction works. In case of any conflict, the corresponding clauses of this part or the interpretation of the drafting group of this code shall prevail.

5 Item setting and calculation rules

5.1.1 The bill of quantities of nuclear island process equipment and pipe installation works shall be prepared in accordance with the item setting and the calculation rules given in the following normative annexes N-A to N-Z of this part.

5.1.1 a) Annex N-A Nuclear island main equipment and its auxiliary equipment (code N-GA).

5.1.1 b) Annex N-B Special systems for nuclear power (code N-GB).

5.1.1 c) Annex N-C Mechanical equipment works (code N-GC).

5.1.1 d) Annex N-D Static equipment works (code N-GD).

5.1.1 e) Annex N-E Process metal structure works (code N-GE).

5.1.1 f) Annex N-F Industrial pipe installation works (code N-GF).

5.1.1 g) Annex N-G Thermal insulation (code N-GG).

5.1.1 h) Annex N-H Nuclear island fire fighting and fire extinguishing system works (code N-GH).

5.1.2 When the annexes of this part are used to prepare the bill of quantities or to measure the quantities of works, the relevant provisions on the preparation of the bill of quantities and on measurement given in Volume 1: General provisions of this code shall be complied with.

5.1.3 Where a bill item in the item setting tables of the chapters and clauses of this part has more than one unit of measurement, only one unit of measurement shall be selected for measurement according to the actual situation; within the same contract package, the same unit of measurement shall be adopted for bill items of the same kind.

5.1.4 In the item setting tables of the annexes of this part, an asterisk on the item code of certain bill items, or an asterisk or a superscript asterisk in the item name in the text clauses, indicates that the bill item is an optional bill item, that is that it belongs to, or is set in parallel with, another main bill item. The person preparing the bill of quantities shall choose to list either the main bill item or the optional bill item. Within the bill of quantities of one and the same tendered works, only one listing method may be chosen for items of the same kind.

Annex N-A Nuclear island main equipment and its auxiliary equipment (code N-GA)

A.1.1 General provisions. This section covers the nuclear island main equipment and its auxiliary equipment.

A.1.2 The items of nuclear island main equipment and auxiliary equipment listed in this section already include the mechanical part of the core measurement system, the ex-core neutron detection positioning device, the reactor top cable trays, the channels and penetrations related to neutron flux measurement, the neutron absorbing plugs, the thermocouples of the reactor coolant loop, the rod position indicators and similar equipment. Other electrical and instrumentation and control work shall be listed under the relevant item codes of the electrical equipment installation works provisions and of the automatic control instrumentation installation works provisions of this code.

A.2.1 Item setting and calculation rules. The bill of quantities item setting, the item features, the unit of measurement, the quantity calculation rules and the general scope of application for the installation of the nuclear island main equipment and its auxiliary equipment (N-GA01) shall be carried out in accordance with Table N-GA.1.

N-GA01.01 Reactor pressure vessel, work content: 1. introduction of tools and machinery, preparation of special tools, including the in-plant transport of the pressure vessel; 2. hoisting of the pressure vessel; 3. introduction of the pressure vessel and installation of the turning device; 4. turning the pressure vessel over and removing the turning cradle; 5. installation and adjustment of the tools and of the bolt tensioning machine; 6. machining of the horizontal shim plates and measurement of their thickness; 7. fabrication and installation of the machined shims; 8. adjustment of the lateral clearance measuring machine; 9. machining and installation of the lateral shim plates and of the protective device; 10. installation of the supports of the pressure vessel; 11. installation of the top head of the pressure vessel; 12. inspection of the main studs and of the stud holes, opening and closing of the top head of the pressure vessel.
