GB/Z 27001-2025 sets out the elements common to every kind of conformity assessment body. Certification bodies, inspection bodies, testing laboratories and the accreditation bodies above them each work to their own standard, and those standards repeat the same fundamentals in slightly different words - impartiality above all, along with competence, confidentiality, the handling of complaints and appeals, and the management of the commercial and personal pressures that arise when a body is paid by the organisation it is judging. Stating them once, in common terms, matters because it is the shared foundation that makes results from different bodies mutually acceptable, which is the entire point of an accreditation system. This document specifies the principles and requirements for conformity assessment bodies and accreditation bodies with regard to impartiality and the related common elements. As a GB/Z it is a guiding technical document, appropriate for a horizontal document that other standards build on rather than one certified against directly. This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part
1.Structure and drafting rules for standardization documents" Drafting. This document replaces GB/T 27001-2011 "Principles and requirements for impartiality in conformity assessment", GB/T 27002-2011 "Principles and requirements for impartiality in conformity assessment" GB/T 27003-2011 "Principles and Requirements for Complaints and Appeals for Conformity Assessment", GB/T 27004- 2011 "Principles and Requirements for the Disclosure of Conformity Assessment Information" and GB/T 27005-2011 "Principles for the Use of Conformity Assessment Management Systems" Compared with the original document, in addition to structural adjustments and editorial changes, the main technical changes are as follows:
--- Added a chapter on "Capabilities" (see Chapter 10);
--- Added relevant content of the optional requirements of "fairness" (see 5.2.4.5);
--- Added relevant content of optional requirements for "confidentiality" (see 6.2.3.1, 6.2.3.2);
--- Changed the requirements for the organizational management system (see 11.2.2,
5.2 of GB/T 27005-2011). This document is modified to adopt ISO /CASCO/PROC/33.2020 "Common Elements of International Standards for Conformity Assessment", and the document type is from ISO The internal procedure documents for the preparation of international standards are adjusted to become guiding technical documents for national standardization in my country. Compared with ISO /CASCO/PROC/33.2020, this document has the following structural adjustments.

This document is applicable to the preparation of conformity assessment standards and can be used as a reference for the preparation and revision of other conformity assessment related documents.

3 Terms and definitions
The terms and definitions defined in GB/T 27000-2023 apply to this document.
4 General
This document establishes a set of requirements for common elements of conformity assessment while retaining flexibility in the drafting of standards with regard to specific terminology. The structure of each common element is as follows:
a) Background and principles The background and principles explain why these common elements are the basis for conformity assessment and how to apply them. The concepts and principles provide guidance on whether the common elements are appropriate for the document being drafted.
b) Instructions for the Drafting Group of Conformity Assessment Standards The Conformity Assessment Standards Drafting Group (hereinafter referred to as the Standards Drafting Group) is required to ensure that the necessary common elements are reflected in the documents to be formulated and revised. These instructions include the notes to 5.2.6, 11.1.3, 11.2.1, and 11.2.3.
c) Requirements This document provides mandatory and optional requirements in the relevant sections of the common structure (General, Structure, Resources, Processes and Management System). 1) Required requirements. The International Organization for Standardization/Conformity Assessment Committee (ISO /CASCO) has developed and issued five international documents on conformity assessment. The Publicly Available Specifications (PAS) for the common elements of standards are. ISO /PAS17001.2005 "Principles of impartiality and ISO /PAS17002.2004 "Principles and Requirements for Confidentiality in Conformity Assessment", ISO /PAS17003.2004 "Confidentiality in Conformity Assessment" Principles and requirements for complaints and appeals", ISO /PAS17004.2005 "Principles and requirements for disclosure of conformity assessment information" and ISO /PAS17005.2008 "Principles and requirements for the use of conformity assessment management systems".
