1 Scope

GB/T 46847-2025 is the Chinese national standard covering training people in digital skills - the levels from basic use to professional practice, the curriculum and the trainers' own qualifications, the practical assessment and the certificate that follows. First edition. Issued on 2 December 2025, it has been in force since 1 April 2026.

This document specifies the requirements for the organization of digital skills training services, training courses, training processes, service evaluation, and improvement. This document applies to the provision and management of digital skills training services. Organizations providing in-house digital skills training should use this document as a reference.

3 Terms and Definitions

The terms and definitions defined in GB/T 21365, GB/T 28913 and GB/T 39050, as well as the following terms and definitions, apply to this document.

3.1 Digital skills Learners' ability to comprehensively apply digital technologies.

Note. This includes information and data literacy, communication and collaboration skills, digital content creation skills, digital security skills, and digital technology problem-solving skills.

3.2 Aiming at digital life application scenarios such as smart homes, digital payments, smart mobility, and healthcare, this course aims to improve learners' digital skills and device usage. Activities that enhance skills and cognitive levels in areas such as digital public service participation.

Note. This includes digital acquisition capabilities, digital expression capabilities, digital communication capabilities, digital consumption capabilities, and digital security capabilities.

3.3 Activities aimed at the working class to enhance learners' willingness to use digital tools, improve their application skills, and strengthen their collaborative abilities.

Note. This includes digital production capabilities, digital service capabilities, digital management capabilities, digital job-seeking capabilities, and digital entrepreneurship capabilities.

3.4 Activities aimed at meeting the lifelong digital learning needs of the entire population and improving learners' skills and understanding of digital learning.

Note. This includes digital self-learning ability, digital collaborative learning ability, and digital lifelong learning ability.
