1 Scope

GB/T 46731-2025 is the Chinese national standard covering appliances for dormitories and student use - the power limits that a dormitory circuit can carry, the protection against the misuse that follows from crowded rooms and unattended operation, the fire behaviour, and the durability under shared use. Dormitory appliance fires are a recurring cause of casualties in Chinese universities. First edition, in force from 1 May 2026. Issued on 31 October 2025, it has been in force since 1 May 2026.

This document establishes the basic principles for the use of household and similar appliances in a school setting, and specifies risk assessment and control procedures. Technical requirements and energy conservation and environmental protection requirements. This document applies to household and similar facilities used in student dormitories, classrooms, and similar settings on school campuses (e.g., commercial spaces, public places). The design, production, manufacturing, testing, use, maintenance and management of household electrical appliances (hereinafter referred to as "household appliances").

Note. The risk assessment in this document focuses on foreseeable risks in a school setting and does not consider individuals with physical, sensory, or mental disabilities, or those lacking relevant experience. The use of such electrical appliances by people with experience and knowledge.

3 Terms and Definitions

The terms and definitions defined in GB/T 23694 and the following terms and definitions apply to this document.

3.1 Single-phase AC powered appliances used by non-professionals in homes, residences, and similar settings (e.g., shops, light industry, and farms).
