GB 21455-2019 is the English-translated version of 房间空气调节器能效限定值及能效等级.

China's mandatory energy efficiency standard for room air conditioners - the split and window units sold by the tens of millions each year, and the single largest driver of the summer electricity peak in the country. It specifies the energy efficiency grades, the minimum allowable values of energy efficiency and the test methods for room air conditioners. This edition is the one that changed the market, because it did two things at once. It brought the fixed speed and the variable speed machines under a single set of grades, ending the arrangement in which the two were rated on different indices and could not be compared by a purchaser standing in a shop. And it set those grades on the seasonal indices - the annual performance factor, covering the cooling and, for heat pumps, the heating season - so that a machine is judged on the energy it uses across a year of real load and temperature rather than at one design point. Together those two changes made the label meaningful and pushed the fixed speed machine, which cannot compete on a seasonal index, out of the top grades and eventually off the market. The grades are tabulated by rated cooling capacity, the minimum allowable value is the threshold below which a unit may not be manufactured, imported or sold, and the test methods refer the measurement back to the product standards so that the label figure and the compliance figure are the same figure. Issued on 31 December 2019 and in force since 1 July 2020, it replaces GB 21455-2013 and GB 12021.3-2010.

Foreword

This Standard was drafted in accordance with the rules in GB/T 1.1-2009. This Standard serves as a replacement of GB 12021.3-2010 The Minimum Allowable Value of the Energy Efficiency and Energy Efficiency Grades for Room Air Conditioners, GB 21455-2013 Minimum Allowable Values of the Energy Efficiency and Energy Efficiency Grades for Variable Speed Room Air Conditioners. In comparison with GB 12021.3-2010 and GB 21455-2013, other than editorial modifications, the main technical changes are as follows:

---The Scope is modified (see Chapter 1);

---The product's energy efficiency rating indexes are modified (see Chapter 4);

---The product's minimum allowable values of energy efficiency are modified (see 5.1). 1 Scope

This Standard specifies the energy efficiency grades, the minimum allowable values of energy efficiency and test methods for room air conditioners. This Standard is applicable to room air conditioners which adopt air-cooled condensers and fully enclosed electric compressors, and with a rated cooling capacity not greater than 14,000 W and with a climate type T1, as well as low ambient temperature air source heat pump air heaters with a nominal heating capacity not greater than 14,000 W. This Standard is not applicable to mobile air conditioners, multi-connected air conditioning units and air-duct air conditioners.

3 Terms and Definitions

What is defined in GB/T 7725-2004 and JB/T 13573-2018, and the following terms and definitions are applicable to this document.

3.1 Minimum Allowable Values of Energy Efficiency for Room Air- conditioners Minimum allowable values of energy efficiency for room air-conditioners refers to the minimum allowable values of energy consumption efficiency during the cooling and heating operation under specified operating conditions.

3.2 Minimum Allowable Values of Energy Efficiency for Low Ambient Temperature Air Source Heat Pump Air Heaters Minimum allowable values of energy efficiency for low ambient temperature air source heat pump air heaters refers to the minimum allowable values of heating seasonal performance factor during the heating operation under specified operating conditions.

4.1 Energy Efficiency Grades of Room Air Conditioners

4.1.1 There are 5 grades of energy efficiency of room air conditioners, among which, Grade-1 is the highest energy efficiency grade.

4.1.2 In terms of the heat pump room air conditioners, in accordance with the actually measured annual performance factor (APF) of the product, the energy efficiency is graded. The actually measured annual performance factor (APF) of each energy efficiency grade shall be not less than what is specified in Table 1.

4.1.3 In terms of single-cooling room air conditioners, in accordance with the actually measured seasonal energy efficiency ratio (SEER), the energy efficiency is graded. The actually measured seasonal energy efficiency ratio (SEER) of each energy

4.2 Energy Efficiency Grades of Low Ambient Temperature Air Source Heat Pump Air Heaters

4.2.1 In terms of low ambient temperature air source heat pump air heaters, in accordance with the actually measured heating seasonal performance factor (HSPF), the energy efficiency is graded.

5.1 Minimum Allowable Values of Energy Efficiency

5.1.1 In terms of the heat pump room air conditioners with fixed revolution speed compressor, the annual performance factor (APF) and single-cooling seasonal energy efficiency ratio (SEER) shall be not less than the index value of Grade-5 energy

5.1.2 In terms of the low ambient temperature air source heat pump air heaters, the heating seasonal performance factor (HSPF) shall be greater than or equal to the index value of Grade-3 energy efficiency.

5.2 Electric Auxiliary Heating

5.2.1 Products that use electric auxiliary heating shall be able to implement manual turn-on and turn-off of the electric auxiliary heating system. Meanwhile, a display showing the operating state of the electric auxiliary heating system shall be installed in an obvious position.

5.3 Energy Consumption in Standby Mode

5.3.1 In terms of products with a rated cooling capacity of 4,500 W and below, and products without communication protocols, such as. sensors, WIFI and Bluetooth (or these functions can be turned off during the test, and the products are tested after these functions are turned off), the energy consumption in standby mode is not greater than 3 W.

5.4 Tolerances

5.4.1 The stated value of energy efficiency shall be within the value range corresponding to its rated energy efficiency grade; the actually measured energy efficiency value shall be not less than 95% of the stated value.

5.4.2 The rated cooling capacity stated by the room air conditioners and the actually measured value shall be within the range of the rated cooling capacity corresponding to the rated energy efficiency grade.

6.1 Test Methods for Room Air Conditioners

6.1.1 Test and calculation methods for energy consumption efficiency The test methods for seasonal energy efficiency ratio (SEER) and heating seasonal performance factor (HSPF) shall comply with the relevant stipulations of Appendix A. The calculation of seasonal energy efficiency ratio (SEER) and cooling seasonal total energy; heating seasonal performance factor (HSPF) and heating seasonal total energy;

6.2 Test Methods for Low Ambient Temperature Air Source Heat Pump Air Heaters

6.2.1 Test and calculation methods for energy consumption efficiency The test methods for heating seasonal performance factor (HSPF), nominal heating coefficient of performance (COP-12°C) and low temperature heating coefficient of performance (COP-20°C) shall comply with the relevant stipulations of JB/T 13573-2018. The occurrence time of each temperature that needs to be heated in the heating season shall comply with the stipulations of Table D.2 in JB/T 13573-2018.

6.2.3 Test and calculation methods for energy consumption in standby mode Energy consumption in standby mode shall be tested in accordance with the stipulations of GB/T 35758-2017.During the test, the ambient temperature of the laboratory shall be maintained at (23 ± 5) °C. The expanded uncertainty of the measurement by the power measuring instrument shall be not greater than

0.02 W (95% confidence interval); the division value of the instrument shall be able to read at least

0.01 W.
