1 Scope

GB/T 45222-2025 sets the Chinese requirements for emergency exercises on food safety incidents. Food safety emergencies in China are managed by plans held at national, provincial and municipal level, and the plans are only as good as the exercises that test them; an exercise that is scripted to succeed proves nothing, which is what a standard on exercise design is for. It sets the general requirements, that exercises be planned as a programme rather than run ad hoc, that they reflect local conditions and hazards, and that they be designed to improve capability rather than to demonstrate it, and then the substance: the types and forms of exercise from tabletop to full-scale, the planning, the objectives and scenario design, the organisation and the roles, the preparation including the safety of the exercise itself, the conduct, the observation and recording, the evaluation against the objectives, the after-action review and the follow-up of the improvements identified. It takes effect on 1 May 2025.

This document specifies the overall requirements, classification, basic process, plan and preparation for food safety incident emergency drills (hereinafter referred to as emergency drills). Preparation, implementation, summary and archiving, improvement and application of results. 3 Terms and definitions

The terms and definitions defined in GB/T 38209-2019 and the following apply to this document.

4 General requirements
