GB/T 44854-2024 sets the requirements for the provision and management of energy measuring instruments in logistics enterprises. It is one of the sector standards that make Chinese energy reporting possible: an enterprise cannot report or reduce what it does not meter, and a logistics business is a hard case, because its energy is spread across vehicle fleets, warehouses, cold stores, sorting centres and handling equipment, much of it mobile and none of it originally instrumented. The standard sets the types and scope of energy measurement, then the requirements for the provision of the instruments, which energy inputs and which consuming units must be metered and at what level of the enterprise, the accuracy classes required, and then the management: the installation and commissioning, the verification and calibration, the operation and maintenance, the records and the data collection, and the periodic review of the measurement system. It takes effect on 1 June 2025.

3 Terms and definitions

The terms and definitions defined in GB 17167 and GB/T 18354 and the following apply to this document.

3.1 Energy accounting units under logistics enterprises.

Energy-consuming units refer to devices, systems, processes, sections, and similar energy-consuming equipment under centralized management, including but not limited to logistics fleets, transport vehicle management centers, Automated warehousing system, automated three-dimensional shelf system, loading and unloading area, automated sorting line, automated warehousing system and logistics information management system, etc.

3.3 Energy-consuming equipment whose internal energy consumption of one or more types is greater than or equal to the limit value and needs to undergo separate energy consumption assessment.

3.4 Energy measurement for settlement in and out of logistics enterprises.

3.5 Energy measurement for cost or consumption accounting of major secondary energy users.
