1 Scope

GB 46519-2025 is the Chinese national standard on minimum allowable values of energy efficiency and energy efficiency grades for electric vehicle power supply equipment, in the field of energy and heat transfer engineering. This document specifies the energy efficiency grades, minimum allowable values of energy efficiency, and test methods for electric vehicle power supply equipment. This document applies to non-vehicle-mounted conductive power supply equipment with a rated voltage not exceeding 1,000 V (AC) on the power supply grid side and a rated voltage not exceeding 1,000 V (AC) or 1,500 V (DC) on the electric vehicle side, and which uses current control and/or voltage control. This includes DC power supply equipment (mode 4, case C connection) and AC power supply equipment (mode 3, case B connection or case C connection). This document does not apply to.

---Power supply equipment that only provides DC power on the power supply grid side;

---In-cable control and protection device (IC-CPD) for Mode 2 charging;

---AC/DC integrated power supply equipment;

---Integrated charging and storage equipment that does not have the function of charging after disabling energy storage;

3 Terms and Definitions

The terms and definitions defined in GB/T 18487.1 and GB/T 29317, and the following are applicable to this document.

3.1 integrated DC power supply equipment A DC power supply equipment that integrates the power conversion unit, charging terminal function-related components, and other constitutional units into a single cabinet (box), forming a single structural unit.

3.2 split type DC power supply equipment A DC power supply equipment that structurally separates the charging power unit containing the power conversion unit from the charging terminal and connects them via cables.

3.2.1 charging power unit The part of a split type DC power supply equipment used for power conversion control. NOTE. it typically consists of a power conversion unit (charging module), power input, control components, and a cooling system. Some products also include output switching units, temperature, humidity and smoke detection components, etc.

3.2.2 charging terminal During electric vehicle charging, a constituent part of the non-vehicle-mounted conductive power supply equipment that the charging operator needs to face and operate. NOTE. it typically consists of a charging cable, vehicle plug, human-machine interface, and metering components. Some products also include communication and control components, etc.

3.3 operation mode The operating state in which the power supply equipment is connected to the electric vehicle, and both are in the process of energy transfer.

3.4 charging efficiency The ratio of electrical energy at the output port of the power supply equipment to the electrical energy at the input port on the power supply side.

3.5 operation power The difference between the input active power and the output active power of the power supply equipment when it is in operation mode.

3.6 standby mode When there is no vehicle charging or personnel operation, the state in which the power supply equipment retains only basic functions such as background communication and status indicator lights, etc. [Source: NB/T 33002-2018, 3.5, modified]

3.7 standby power The active power of AC input when the power supply equipment is in standby mode. [Source: NB/T 33002-2018, 3.6, modified]

3.8 minimum allowable values of energy efficiency for DC power supply equipment Under specified test conditions, the minimum allowable charging efficiency of DC power supply equipment, and the maximum allowable operation power and/or standby power.

3.9 minimum allowable values of energy efficiency for AC power supply equipment Under specified test conditions, the maximum allowable standby power of AC power supply equipment.

4 Energy Efficiency Grades

4.1 Integrated DC Power Supply Equipment Integrated DC power supply equipment is classified into three energy efficiency grades, with Grade 1 being the highest. The charging efficiency for each energy efficiency grade shall not be lower than the provisions of Table 1, and the standby power shall not exceed the provisions of Table

1.Charging efficiency and standby power are rounded in accordance with the provisions of GB/T 8170, with one decimal place retained.

4.2 Split Type DC Power Supply Equipment Split type DC power supply equipment is classified into three energy efficiency grades, with Grade 1 being the highest. The charging efficiency of the charging power unit for each energy efficiency grade shall not be lower than the provisions of Table 2, the standby power shall not exceed the provisions of Table 2, and the operation power per 100 amps of a single charging terminal shall not exceed the provisions of Table

2.Charging efficiency, standby power and operation power per 100 amps are rounded in accordance with the provisions of GB/T 8170, with charging efficiency and standby power rounded to one decimal place, and operation power per 100 amps rounded to an integer number.

5 Minimum Allowable Values of Energy Efficiency

5.1 Minimum Allowable Values of Energy Efficiency for DC Power Supply Equipment The minimum allowable values for integrated DC power supply equipment are charging efficiency and standby power specified in Energy Efficiency Grade 3 of Table 1. The minimum allowable values for split type DC power supply equipment are charging efficiency, standby power and operation power per 100 amps specified in Energy Efficiency Grade 3 of Table 2.

5.2 Minimum Allowable Values of Energy Efficiency for AC Power Supply Equipment The standby power allowed by the minimum allowable values of energy efficiency for AC power supply equipment shall not exceed

7.0 W. Standby power shall be rounded to one decimal place in accordance with the provisions of GB/T 8170.

6 Test Methods

The charging efficiency, operation power and standby power of DC power supply equipment shall be tested in accordance with Appendix A. The standby power of AC power supply equipment shall be tested in accordance with Appendix B.
