GB/T 43981-2024 is the English-translated version of 基层减灾能力评估技术规范.
GB/T 43981-2024 specifies how the disaster reduction capacity of a Chinese township or village is assessed. Almost every disaster in China is met first by the township government and the village committee, hours before any provincial or national response arrives, and the difference between a place that evacuates in time and one that does not lies in things that are unglamorous and measurable: whether the emergency plan has been rehearsed, whether the warning reaches households, whether the shelter has supplies, whether someone knows which residents cannot walk. The standard sets the assessment process, the preparation of the data including its scope, sources and quality checking, the assessment indicators for townships and streets and separately for villages and communities together with the assignment of values to them, the calculation of the capacity index through normalisation and weighting, and the grading of the resulting index. It took effect on 1 November 2024.
