GB/T 43706-2024 is the English-translated version of 资产管理战略资产管理计划（SAMP）实施指南.

GB/T 43706-2024 is a guide to putting a strategic asset management plan, or SAMP, into practice.

It establishes where a SAMP sits and what it is for, the activities it supports, the principles for drawing one up and what it should contain, and it then guides the user through the plan time frame, the analysis and planning behind it, the alignment and communication it needs, its development and documentation, its implementation and monitoring, and its review and improvement.

It takes the definitions of SAMP and of the asset management plan from GB/T 33172-2016, noting that a SAMP derives from the organizational plan and an asset management plan from the SAMP, and it also quotes GB/T 40829.

Clause 1 addresses asset-intensive organisations. Issued on 15 March 2024, it has applied since that same date.

1 Scope

This document establishes the position and purpose, principles and structure of the Strategic Asset Management Program (SAMP), and provides guidance on planning, development, and implementation. and guidance for monitoring, review and improvement.

This document is applicable to asset-intensive organizations in planning, designing, implementing and reviewing SAMP.

The contents of the following documents constitute the essential clauses of this document through normative references in this document.

3 Terms and definitions

The terms and definitions defined in GB/T 33172-2016 and the following apply to this document.

3.1 strategic asset management plan; SAMP

It specifies how to translate organizational objectives into asset management objectives, how to develop asset management plans, and how the asset management system supports documented information on the role of the organization in maintaining asset management objectives.

Note 1 to entry. SAMP is derived from the organizational plan.

Note 2 to entry. A SAMP may be included in the organizational plan or be one of its sub-plans.

3.2 asset management plan asset management plan; AMP

Documented information that specifies the activities, resources, and schedules for an asset or a group of assets to achieve the organization's asset management objectives.

Note 1 to entry. Assets may be grouped based on asset type, asset class, asset system or asset portfolio.

Note 2.AMP is derived from SAMP.

4.1 Positioning of SAMP

4.1.1 Asset management strategic planning, represented by SAMP, is usually part of the overall strategic planning of an organization and is the basis for the organization's asset management system.
