1 Scope

GB/T 46963-2026 is the Chinese national standard covering measuring whether a sustainable procurement policy is achieving anything - the indicators on suppliers assessed and improved, the spend covered, the environmental and social outcomes attributable to procurement decisions, and the reporting. 3 Terms and Definitions

The terms and definitions defined in GB/T 41835 and the following terms and definitions apply to this document.

3.1 Measurable results in process management and outcome effectiveness after implementing sustainable procurement.

3.2 process performance The effectiveness of actions taken to implement sustainable procurement, including strategic planning, management support, and process integration.

3.3 Results Performance The practical results achieved in terms of economic rationality, environmental friendliness, and social responsibility after implementing sustainable procurement.

3.4 Maturity level The degree of achievement of the performance evaluation indicators of the process (3.2) is graded. Example. Maturity levels are divided into Level 1 (Initial), Level 2 (Growth), Level 3 (Standardization), Level 4 (Optimization), and Level 5 (Leading).
