1 Scope

GB/T 42723-2023 specifies the business process for the electronic international road consignment note. The CMR note is the document that governs international road carriage: it is evidence of the contract, of the condition of the goods on loading and of delivery, and it has always travelled as paper in the cab, which is why a dispute about damage turns on a signature on a form that may be illegible. The electronic version carries the same legal weight under the CMR protocol, and matters particularly for the road corridors between China, Central Asia and Europe. The standard sets the scenario and business boundaries, the business requirements with their data requirements, business terms and requirement views, and the message structure, with an informative annex giving a sample consignment note. It took effect on 1 September 2023.
