1 Scope

This document specifies the identification process and requirements, identification operating conditions, identification institutions and personnel, technical requirements, quality grading, quality assurance, and identification reports for the quality identification of second-hand washing machines.

This document applies to the quality identification of second-hand washing machines during the distribution link.

3 Terms and Definitions

The terms and definitions defined in GB/T 21667 and the following are applicable to this document.

3.1 Second-hand washing machine

A washing machine that has entered the production consumption and living consumption fields and retained some or all of its original use value.

NOTE. second-hand washing machines include pulsator washing machines, front-loading washing machines, agitator type washing machines, spin dryers, and other appliances that rely on mechanical action to wash clothes (including those with drying functions).

3.2 Safe service life

The period during which a household appliance can be safely used under standard operating conditions, as specified by the manufacturer during design and manufacturing, in accordance with the instructions for use.

NOTE. the unit of safe service life is years.

4 Identification Process and Requirements

The identification of second-hand washing machines shall follow the process shown in Figure 1.

5 Identification Operating Conditions

5.1 Location

The location for conducting the identification of second-hand washing machines shall meet the following conditions.

— Available for storage;

— Available for office facilities, for example, computers;

— Available for fire-fighting facilities that comply with relevant national regulations.

5.2 Environment

The identification of second-hand washing machines shall be conducted indoors and shall at least meet the following identification conditions.

— Ambient temperature. 0 C ~ 43 C;

— Ambient humidity. below 95%;

— Identification voltage. (1  10%) of the rated voltage of the second-hand washing machine;

— Illumination of the identification area. not less than 250 lx; illumination for appearance identification. not less than 500 lx;

— Equipped with leakage protection devices and grounding facilities; power interface meets the equipment power requirements.

5.3 Tools and Equipment

When conducting the identification of second-hand washing machines, tools for disassembly, assembly, and troubleshooting, as well as instruments and meters that meet national metrological standards, shall be provided. These include, but are not limited to screwdrivers, vacuum pumps, stopwatches, spring scales, electronic scales, power meters, megohmmeters, pressure gauges, regulated power supplies, oscilloscopes, colorimeters, temperature testers, leakage current testers, withstand voltage testers, grounding resistance testers, etc.

6 Identification Institutions and Personnel

6.1 The management system and related supporting facilities of the identification institutions

shall meet the requirements of 4.1 in GB/T 21667-2024.

6.2 Identification personnel shall meet the requirements of 4.2 in GB/T 21667-2024.

7 Technical Requirements for Identification

7.1 Product Information Confirmation

7.1.1 Basic information registration
