1 Scope

GB/T 42652-2023 addresses the advisers rather than the projects. PPP arrangements are structured, valued and negotiated with the help of consultants, and the public authority on one side of the table is usually doing this for the first time while the private partner and its advisers are not. The advice therefore carries unusual weight: a feasibility study, a value-for-money assessment or a risk allocation produced by a consultant becomes the basis of a contract lasting decades, and the quality of that work has historically been uneven and difficult for the client to judge. This document specifies the overall requirements and basic requirements for public-private partnership advisory services, the service procedures, the service content, service quality control and service evaluation. Setting out what the service should contain and how its quality is to be assessed gives a public authority a basis for specifying and reviewing the work it is buying. Filed under ICS 03.080.20 and CCS A10, it is written for the consulting firms providing PPP advisory services, for the government departments procuring them, and for the auditors who examine how a project was prepared. It is the companion to GB/T 42593-2023 on PPP terminology and model classification.

5 General requirements

5.1 Consulting service agencies should have good business reputation and a good record of paying social security funds.

5.2 Consulting service agencies should act in accordance with laws and regulations, relevant development and construction plans, technical standards, industrial policies and standards issued by government departments. specifications, etc., provide relevant consulting services, and prepare consulting results documents.

5.3 During the same period of carrying out the same project, the consulting service agency should not sign service contracts with the government and social capital parties at the same time.

6 Basic requirements
