5 General requirements
5.1 Consulting service agencies should have good business reputation and a good record of paying social security funds.
5.2 Consulting service agencies should act in accordance with laws and regulations, relevant development and construction plans, technical standards, industrial policies and standards issued by government departments. specifications, etc., provide relevant consulting services, and prepare consulting results documents.
5.3 During the same period of carrying out the same project, the consulting service agency should not sign service contracts with the government and social capital parties at the same time.
6 Basic requirements
