Scope
GB/T 40958-2021 is the English-translated version of 企业生产力评价规范.
GB/T 40958-2021 is the Chinese national specification for evaluating how productive an enterprise is.
It defines enterprise productivity, total factor productivity and the reference value of an evaluation indicator, and sets out the evaluation principles: scientific rigour, a comprehensive and objective view of the enterprise, and complete and accurate data.
It also covers the evaluation indicators, whose names and weights are given in normative annexes, the evaluation method and process, supervision and quality assurance of the evaluation, the disclosure and use of the results and the management of evaluation documents.
It can be applied to productivity evaluations of enterprises of every size and in every industry. It was issued on 26 November 2021 and has applied since 1 June 2022.

1 Scope
This document specifies the principles, indicators, methods, procedures, supervision and quality assurance, use of results, and document management for corporate productivity evaluation And other requirements.
This document is applicable to all types of industries and enterprises of all sizes to carry out productivity evaluations.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Enterprise
An economic organization that independently engages in commodity production and/or service activities for the purpose of profit.
3.2 Enterprise productivity
The creativity of the enterprise (3.1) produced by the combination of the producer and the means of production.
3.3 Total factor productivity
In a certain period of time, the ratio of the total output of all elements of a certain enterprise (3.1) to the total input.
3.4 Evaluation index reference value
The index reference value set for evaluating the total factor productivity of an enterprise.
4 Evaluation principles
4.1 Scientific rigor
The evaluation index is scientific, reasonable and rigorous, which can reflect the essence of enterprise productivity, and carry out scientific measurement and judgment.
4.2 Comprehensive and objective
The evaluation process comprehensively and objectively reflects the overall situation of the enterprise.
4.3 Complete and accurate
The data of the evaluation indicators are publicly available, true, complete and accurate, and can reflect the orientation and requirements of the evaluation.
