Scope
GB/T 39574-2020 is the English-translated version of 智能终端内容过滤技术要求.
GB/T 39574-2020 specifies the functional requirements and the performance requirements for the content filtering technologies of smart terminals, among them text filtering, URL filtering, image filtering, video filtering and audio filtering.
Clause 1 states that it applies to smart terminals whose main business is content distribution, and that it can also serve as a reference for the content filtering products of other types of smart terminal.
The document carries no normative references clause: clause 2 is Terms and definitions and abbreviations, and it defines smart terminal, semantic analysis method, bad information, infringement information, crime information and illegal information, and lists the abbreviations IP, NFC and URL.
Clause 3 is an overview covering the content filtering architecture of a smart terminal, the implementation, the filter method, the filter channel and the filter content.
Clause 4, Functional requirements, sets the database requirements, the filter function requirements with a separate subclause for mail, SMS, MMS, phone, wireless transmission, send, text, image, audio, video, URL and download filtering, and the requirements for the filtering management functions, namely rights management, log management and the filter rule; clause 5, Performance requirements, covers accuracy, security and resource occupancy rate; and a list of references closes the document.
The introduction explains that the standard was formulated from a technical point of view in order to standardise information content filtering products and to keep bad information coming from the public Internet, the telecommunication network and the TV network out of smart terminals.
The draft on the page breaks off at the end of clause 2, so the content of clauses 3 to 5 is known only from their titles. The standard was proposed by the Ministry of Industry and Information Technology of the People's Republic of China and is under the jurisdiction of the National Communication Standardization Technical Committee (SAC/TC485). It was issued on December 14, 2020 and has applied since July 1, 2021.

Introduction
The smart terminal is equipped with a smart operating system, supports application installation and uninstallation, supports digital broadcast television, and supports public Internet services.
Supports content distribution and resource sharing among multiple terminals. Smart terminals will be able to access and process the public Internet, telecommunication network and TV network It supports multiple wireless transmission protocols at the same time. The traditional Internet content filtering technology based on PC terminals and mobile terminal Internet content filtering technology at the end or gateway Internet content filtering technology only manages part of the content that supports part of the network protocol It is difficult to eliminate obscene, pornographic, reactionary and other bad information in smart terminals, which causes great hidden dangers to the healthy growth of young people.
Crimes triggered by bad information occur from time to time and are on the rise. How to control harmful content in a wider range and protect minors Healthy Internet access has become a problem that needs to be solved urgently for the whole society, schools and families. At the same time, a large number of frauds spread on the mobile network Information will also enter smart terminals, not only for teenagers and children, but also for adults. For this reason, it is necessary to propose smart terminals Technical requirements for content filtering, standardize the content filtering products of smart terminals, and safeguard the interests of consumers.
The content filtering standards for smart terminals are formulated from a technical point of view, standardizing information content filtering products, guiding and guiding content filtering technology The development of technology, in order to prevent the intrusion of bad information from the public Internet, telecommunication network and TV network, purify the network space, and create a green Internet environment.
