Scope

GB/T 38698.1-2020 is the English-translated version of 车用动力电池回收利用 管理规范 第1部分:包装运输.

Part 1 of GB/T 38698 governs how retired electric-vehicle traction batteries are packed and moved on their way to a recycler. It applies to the packing and road transport of retired lithium-ion packs, modules and cells; other automotive battery types and other modes of transport, such as rail and waterway, may follow it by reference, and lead-acid batteries are excluded. Before anything is packed, consignee and consignor jointly run the safety judgment set out in Annex A: a battery that answers “no” to every test item passes, one that answers “yes” to any item fails and may not be shipped until it has been pre-treated and the treatment recorded. What clears that gate is then sorted into three classes — A for structurally sound batteries that pass every item, B for those that fail an item but attract no special legal provision, and C for those covered by China's hazardous waste rules or other special provisions. The class decides the packaging: for Class A the packing category is determined under GB 12268, with GB 12463 applying up to a net weight of 400 kg and GB 19432 above it, while Class B adds leak-proof, insulating, fire-resistant, shock-proof and cushioning measures on top of the Class A requirements. Clause 5 requires a jointly prepared transport emergency plan and trained personnel, Clause 7 the transport itself and Clause 8 the marking. Issued by SAMR and SAC on 31 March 2020 under SAC/TC 114 and in force since 1 October 2020, it is the first of the four parts of the management specification series.

Foreword

GB/T 38698 “Recycling of traction battery used in electric vehicle — Management specification” is divided into four parts:

— Part 1: Packing and transporting;

— Part 2: Construction of take-back service outlets;

— Part 3: Loading, unloading and handling;

— Part 4: Storage.

This part is Part 1 of GB/T 38698.

This part was drafted in accordance with the rules given in GB/T 1.1-2009.

This part was proposed by the Ministry of Industry and Information Technology of the People's Republic of China.

This part is under the jurisdiction of the National Technical Committee of Auto Standardization (SAC/TC 114).

This part was drafted by sixteen organizations led by Contemporary Amperex Technology Co., Ltd. (CATL), together with Guangdong Brunp Recycling Technology Co., Ltd., China Automotive Technology and Research Center Co., Ltd., GEM Co., Ltd., Hefei Gotion High-tech Power Energy Co., Ltd., Shenzhen Waterma Battery Co., Ltd., Zhejiang Tianneng New Materials Co., Ltd. and other recycling, cell manufacturing, research and freight forwarding organizations.

1 Scope

This part of GB/T 38698 specifies the terms and definitions, the classification requirements, the general requirements, the packing requirements, the transporting requirements and the marking requirements for the packing and transporting of retired automotive traction batteries for recycling.

This part applies to the packing and road transport of retired lithium-ion traction battery packs, modules and cells from electric vehicles. Other types of automotive traction battery, and other modes of transport such as rail and waterway transport, may be handled by reference to this part.

This part does not apply to lead-acid batteries.

3 Terms and definitions

The terms and definitions given in GB/T 19596 and GB/T 8226 apply to this document.

4 Classification requirements

4.1 Before packing and transporting, a safety judgment shall be made on the retired traction battery and the battery shall be classified according to its safety characteristics; the classification flow is shown in Figure 1.

4.2 The consignee and the consignor shall jointly make the safety judgment on each indicator of the retired traction battery using the test items given in Annex A. Where there are traces of manual dismantling without a corresponding repair or unpacking record, the battery shall be unpacked, inspected and the risk removed.

4.3 Where the test according to Annex A gives the result “no” for every clause, the battery passes; where one or more clauses give the result “yes”, the battery fails.

4.4 A battery that fails shall not be packed and transported directly. Before packing it may be pre-treated using the protective measures recommended in Annex A or according to the actual situation, with proper records kept, and it may be packed and transported by class only once it meets the technical conditions jointly agreed by the consignee and the consignor.

4.5 Retired traction batteries that pass, and those that fail but have been pre-treated, shall be classified as follows:

— Class A: batteries whose structure and function are intact and for which every item tested according to Annex A gives the result “no”, or for which every item gives “no” on retesting after protective treatment;

— Class B: batteries for which one or more of the items tested according to Annex A give the result “yes”, and for whose packing and transport no special provision of national laws and regulations applies;

— Class C: retired traction batteries other than Class A and Class B, to which the national laws and regulations on hazardous waste or other special provisions apply.
