3 terms and definitions
The following terms and definitions apply to this document.
3.1 Administrative license enforcement agency
Institutions that implement administrative licensing include administrative licensing enforcement agencies, authorized organizations and entrusted agencies with administrative licensing rights.
3.2 Applyforadministrativelicense
A declaration of intention from a citizen, legal person, or other organization to an administrative license implementing agency to obtain a specific administrative license.
3.3 Administrative counterpart
Citizens, legal persons or other organizations applying for administrative licenses.
3.4 Acceptance ofadministrativelicense
After the administrative license implementing agency has reviewed the application of the administrative counterpart, it will accept the application that meets the legal acceptance conditions.
3.5 Acceptance form
Paper or electronic vouchers for which administrative licensing matters are accepted or rejected.
4 Basic requirements
4.1
The administrative license implementing agency shall establish and implement an open information system, a one-time notification system, a first-inquiry accountability system, a post replacement system (AB post), and a service
