Scope
GB/T 37273-2018 is the English-translated version of 公共服务效果测评通则.
GB/T 37273-2018 gives the general rules for evaluating the effect of public services, meaning how far a public service meets public needs and reaches its targets and what overall impact it has.
It sets the principles of the evaluation, the procedure to follow and what the assessment has to cover. The principles are five: a people-centred approach, scientific methods and indicators, economy in the choice of indicators, transparency with fair and open procedures, and a comprehensive view of the service within the social system.
It defines public service and public service effect evaluation, and works together with GB/T 37229 on evaluation models and methods. It applies to evaluations led by the government public sector. It was issued on 28 December 2018 and has applied since 1 July 2019.

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
1 Scope
This standard specifies the evaluation principles, evaluation procedures, and assessment contents of public service effectiveness evaluation.
This standard applies to the public service effectiveness evaluation led by the government public sector.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Public service
The government public sector uses financing, regulation or direct production to meet public public needs through the use of public or public resources. Way, goods and services of a common consumption nature provided to the general public or a certain group of public groups.
3.2 Public service effect evaluation
Using assessment models and methods to assess public services to meet public needs and target achievement levels, measure public The overall impact of services and the process of social action.
4 Evaluation principles
4.1 Human nature
From the perspective of safeguarding the public interest, we will focus on improving people's livelihood and public satisfaction.
4.2 Scientific
Using a variety of methods and techniques such as science and technology, information, and social surveys, rational design of rigorous evaluation indicators and evaluation methods.
4.3 Economics
According to the purpose of the evaluation, try to streamline the evaluation indicators and elements, and obtain as many results as possible at a certain cost.
4.4 Transparency
The evaluation indicators and procedures are in line with the principles of fairness, impartiality and openness, and relevant information is disclosed in a timely manner.
4.5 Comprehensive
Put public services into the social system, and make overall consideration and comprehensive analysis of the assessment work.
