GB/T 44898-2024 is the Chinese national standard covering the yardstick for whether basic public services reach all citizens on equal terms — the principles of reliability, transparency, systematic coverage and continuity that the exercise must satisfy, the content under review from the service environment to the service provided, the collection and processing of indicator data, the analysis and report, and the application of the result, which is where an evaluation either changes provision or ends on a shelf. 1 Scope

This document clarifies the evaluation principles for equalization of basic public services, stipulates the evaluation content, describes the evaluation method, and proposes the evaluation conclusion.

This document applies to the evaluation and application of results of equalization of basic public services.

3 Terms and Definitions

The terms and definitions defined in GB/T 37273, GB/T 43713 and the following apply to this document.

3.1 basic public services

Services led by the government that guarantee the basic needs of survival and development of all citizens and are commensurate with the level of economic and social development.

3.2 basic public service equalization

All citizens have fair and accessible access to roughly equal basic public services.

Note. The core of equalization of basic public services is to promote equal opportunities and ensure that all citizens have access to basic public services.

4 Evaluation Principles

4.1 Reliability

The evaluation data is true and objective, and the evaluation results accurately reflect the evaluation situation.

4.2 Transparency

The evaluation content, evaluation methods and evaluation results are open and transparent.

4.3 Systematicity

The evaluation indicators are a combination of qualitative and quantitative, and are representative and comprehensive.

4.4 Sustainability

Regularly carry out evaluations of equalization of basic public services and continuously improve the evaluation work.
