1 Scope

This document provides the basic principles and responsibilities of basic public service standardization, as well as the construction and standardization of the basic public service standard system.

Guidance on formulation and supervision of standard implementation.

3 Terms and definitions

The following terms and definitions apply to this document.

4 Basic Principles

The basic principles of standardization of basic public services mainly include.

a) Basic security. Taking the basic needs of all citizens for survival and development in a certain period as the starting point and basis, guaranteeing the basics and ensuring the bottom line;

b) Clarify the scope. formulate and implement standards for items in the national basic public service list, and do not arbitrarily expand the basic public service standards. quasi-range;
