Foreword

This standard and GB/T 36728 "Classification of Theater Performance Safety Level", GB/T 36731 "Provisional Stage for the Performance of Stages, Stand Safety" together with GB 36726 "Stage Mechanical Rigid Fire Protection Screen", it constitutes the national standard for performance safety series.

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

Introduction

The "Deepening Standardization Work Reform Plan" issued by the State Council in March 2015 limits safety standards to the protection of personal health and life within the scope of production safety, national security, ecological environment safety and meeting the basic requirements of social and economic management. This standard is based on the safety of the show and the scope and content of the specification, for property security, life safety, personal health and public safety, a unified cross-disciplinary claim.

The Regulations on the Administration of Commercial Performances were promulgated by the State Council in 2005 and, after the third revision in February 2016, clear standardization requirements were issued and supervision and management of commercial performances were strengthened. However, China has not had any relevant national standard to date. With the increasing construction of modern theaters, the stage system is becoming more and more complex, the performances are becoming more frequent, and the performance accidents are increasing. The formulation of standards for performance safety will serve as the basic guarantee for the healthy development of the performance industry, and provide technical support for the Regulations on the Management of Commercial Performances.

The drafting of all the provisions of this standard is based on accident cases occurring at home and abroad during the performance. The compilation team analyzed the mechanism of performance accidents, sampled and analyzed some accident cases in domestic and foreign performance venues and summarized practical experience; with reference to relevant foreign standards, this standard has been prepared on the basis of extensive consultation.

In the drafting of this standard, the actual situation of safety hazards caused by China's performance industry has been targeted. The scope of application is extended to the theater organizer, performance unit, construction unit, supervision unit and construction unit related to construction, operation and performance, mainly because for the current performance there is no linkage mechanism for accident prevention, and there is a general lack of awareness of performance safety, resulting in hidden dangers during the construction period and, during the operation period, hidden dangers that led to accidents during the performance. 6.2.2.2 and 6.2.3 mainly address a large number of quality and safety risks caused by the current bidding setting; 6.2.2.3 is mainly for the current theater process design quality defect setting, avoiding the permanent hidden dangers that are difficult to repair due to performance defects.

According to relevant safety regulations, safety precautions are mainly aimed at the safety of people, property, the environment or their collection. The national security standard system has issued production safety, occupational safety, quality and safety, and environmental safety standards. As a type of cultural industry, the security impact of performances on the environment is not the main content of the safety of the show. Therefore, this standard is mainly aimed at the harm of people, property or their collection. Personal safety includes life safety, personal health and mental health; property safety is mainly for damage to stage systems, theater facilities and performance equipment. Therefore, the safety of performances is divided into three categories of safety standards: production safety, occupational safety, and quality and safety. Production safety is mainly for the safety of stage systems and theater facilities; occupational safety is mainly for the safety of cast members and special performance equipment; quality and safety are mainly aimed at the safety of the audience or consumers, and also the safety of consumers' health caused by the quality of the performance content. Performance accidents caused by accidents during the normal or performance process, or because important actors are not present, or fake performances, are regarded as performance quality safety accidents.

In terms of safety triggering factors, this standard is divided into performance safety technical standards, performance safety management standards and performance safety work standards for different standardization objects. Among them, technical standards are required for systems and equipment, management standards are required for organizations, and work standards are required for operators. This standard divides the safety requirements of the stage system into "system safety" and "equipment safety" categories. Statistics show that more than 90% of major domestic and international security incidents are caused by human factors, involving the safety awareness, safety precautions and incident response capabilities of relevant organizations and personnel. Therefore, management standards and work standards are developed mainly to regulate the safety behavior of organizations and individuals.

In terms of the safety of the show, it also includes public safety. The venue is an important type of public space where public safety matters occur frequently, and it is regarded as an important object of public safety protection. Because China has established a standard system for public safety, this standard only uses public safety standards as normative references and does not list them separately.

Performance safety standards are indispensable for design, installation, assembly, rehearsal, performance, demolition, operation and maintenance. But the performance safety standards cannot replace other safety tasks such as safety education, preventive measures, and safety oversight.
